Job Description - Environmental Review Compliance Specialist - Part-time (hourly)

Location: Florida remote

Are you interested in helping create communities that are more resilient in the face of future disasters? Join the ICF team and make a difference!

We are the Environment & Planning Division. We are passionate about doing what’s right for our clients, our people, the communities where we live and work, and the environment. We are planners, scientists, program managers, communicators, economists, technologists, and strategists. We are collaborative, curious, and committed to excellence—these are qualities we value that make us who we are and inspire us to grow.

ICF is seeking an On-Call Environmental Review Compliance Specialist to join our Disaster Management Environmental Services practice.  You will help manage federal disaster recovery grants and carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in communities.

At ICF we make BIG things happen. Let’s work together to help disaster victims and communities recover and re-build for future resilience. ICF is powered by an outstanding team equipped to offer expert advisory services, bringing the strength of past performance and an integrated multidisciplinary approach.

About On-Call Employment with ICF:
Given the seasonal or project-specific nature of our environmental work, ICF often hires environmental professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (we usually schedule work hours a few weeks ahead of time), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).  This is a remote position based in Florida. You will have the option to work in our ICF office located in Tallahassee when work is available.

What you will be doing:

  • Assist with  U.S. Department of Housing and Urban Development (HUD) National Environmental Policy Act (NEPA) compliance in accordance with 24 CFR Part 58 and local environmental regulations.
  • Conduct fieldwork and preparation of site-specific environmental documentation.
  • Complete site inspections, as necessary.
  • Provide environmental Subject Matter Expertise for HUD-funded programs including but not limited to housing programs, buyouts and acquisitions, and infrastructure repair.
  • Review environmental documentation prepared by contractors for compliance and accuracy.

What we need you to have (minimum qualifications):

  • Bachelor’s Degree in Natural or Physical Science, Environmental Management, Environmental Planning, or related disciplines
  • 2+ years of professional experience in providing environmental review under federal and state regulations, for example NEPA, Clean Water Act, RCRA, ESA, etc.

What we would like you to have (preferred qualifications)

  • Experience providing environmental review support for HUD CDBG-DR programs, such as authoring or reviewing area-wide (Tier 1) environmental review records and authoring or reviewing site-specific (Tier 2) environmental reviews, preparing or reviewing EAs and CESTs as well as preparing guidance, policy documents, or process diagrams in support of environmental review.
  • Ability to conduct field work and site visits in support of environmental reviews, with experience in environmental subjects listed in HUD regulations at 24 CFR Part 58.
  • Strong organizational skills and attention to detail, including ability to prioritize and multi-task under strict deadlines.
  • Strong problem-solving skills and demonstrated ability to succeed with new and challenging tasks.
  • Excellent written and oral communication skills.
