Job Description - Special Projects Administrator

Position Title:                 Special Projects Administrator


Department:                   Executive


Reports To:                     Deputy Director


FLSA Status:                   Exempt


Employment Status:      Part-Time


Duty Location:                  Remote, Hybrid


 


Position Summary


Duties are performed under the general direction of a deputy director or higher, and require


considerable initiative and independent judgment within an assigned area of responsibility. Work is


evaluated on the basis of results achieved. Researches grant opportunities, coordinating grants


planning activities, preparing final proposals and monitoring accountability of funded proposals.



Required Education and Experience



  • Bachelor’s degree (B.A.) from four-year college or university leading to a degree; or

  • Six (6) years of related experience and/or training

  • An equivalent combination of education and experience.


 


Essential Duties and Responsibilities



  • Include the following. Other duties may be assigned.

  • Research grants programs and plans.

  • Write grant-funding and other relevant applications related to opportunities for TOKA.

  • Coordinate activities of a grant/loan program that supports capital improvement projects and other grant eligibility programs for tribal housing and related activities;

  • Review applications for accuracy, completeness and clarity and submittal of all applications in


         accordance with grant/loan requirements;



  • Provide timely advice and information on funding opportunities, requirements and procedures;


         collaborates in defining and implementing project-funding strategies;



  • Seeks and evaluates information from a variety of divisions, departments, and/or other entities;

  • Makes recommendations affecting a variety of divisions, departments, and/or other entities;

  • Provides insight and advises on issues related to local governments and navigate the processes to effectively be successful in TOKA endeavors



  • Provide assistance in resolving issues and conflicts with funding agencies;

  • Prepare grant applications for submittal and prepare quarterly or annual reports as required by


         granting agencies;



  • Serve as a resource on local, state and federal funding programs; provide information, research,


         and analysis, written reports and recommendations as needed;



  • Prepares regulations, procedures, and instructions for operation of housing grant funding based


         on analysis of operations;



  • Writes special project status reports, and feasibility reports, and makes/prepares presentations as needed;



  • Maintains communication with leadership through regular email correspondence, meetings and


         monthly reports as needed.



  • Monitors grant activities to ensure compliance with all applicable Federal, State, and Tribal laws


         relating to its operation.



Required Competencies:



  • Principles and practices of public administration and government.

  • Research techniques, methods, and procedures.

  • Organizing and implementing comprehensive administrative programs.

  • Successful facilitation of Federal, State & local funding opportunities, application processes

  • and reporting requirements of funding opportunities

  • Comprehensive, detailed understanding of government run housing programs




Preferred Competencies:



  • Working knowledge of State Community Development Block Grants (“CDBG”), preferably


         Indian Housing Block Grants (“IHBG”)



  • Working knowledge of programs in Indian Country, specifically Southwest Region.



Pre-employment Screening Requirements:


 The Tohono O’odham Ki:Ki Association conducts pre-employment screening for all positions, which may include a criminal background check, verification of credentials, licenses, certifications, and work history.  In addition, a check of names and identification documents is conducted on all new employees to ensure they are legally authorized to work in the United States.  All employees are required to successfully pass a drug screening test prior to employment; random drug screening tests may be administered post-employment.

Work Environment


This position is primarily performed in a remote office environment. The employee regularly uses a computer, telephone, and other standard office equipment. The work environment is generally quiet to moderate in noise level. Occasional travel to TOKA offices, meetings, or external agencies may be required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
