Job Description - Sr. Health Economist

We are seeking a Senior Health Economist to provide expert analytic and technical assistance for evaluation of discretionary child welfare grant programs. In this role, you will support cost studies, economic analyses, and cross-site evaluations to help demonstrate the effectiveness, efficiency, and sustainability of child welfare interventions. You will work closely with evaluators, program staff, federal stakeholders, and grant recipients to develop and apply cost models, analyze child welfare data, and translate findings into actionable insights that inform policy, funding decisions, and future program design.



General Duties:



  • Economic & Cost Analysis: Develop and apply cost models, cost studies, and economic analyses to assess program costs, resource utilization, and cost-effectiveness of child welfare interventions using administrative and program-level data.

  • Evaluation Support: Support local and cross-site evaluations by contributing economic expertise to evaluation designs, logic models, and analytic frameworks, including integration of cost and outcome data.

  • Data Analysis: Analyze child welfare and related social services data to support evaluation findings, cost modeling, and interpretation of program impacts across grant clusters.

  • Technical Assistance: Provide technical assistance to discretionary grant recipients on cost analysis methods, data collection approaches, and interpretation of cost and economic findings to strengthen evaluation rigor and usability.

  • Cross-Site Evaluation & Reporting: Contribute to cross-site evaluation activities, including synthesis of cost and economic findings across grantees, and support preparation of reports, briefs, and summaries for the child welfare field.

  • Stakeholder Collaboration: Collaborate with federal staff, evaluators, and subject matter experts to align economic analyses with the Agency priorities and ensure findings support evidence-building and policy decision-making.

  • Knowledge Dissemination: Support development of tools, resources, and dissemination products that translate economic and cost findings into accessible guidance for practitioners and policymakers.



Qualifications:



  • Educational Background: Master’s degree or PhD in Health Economics, Economics, Public Policy, Public Health, or a related quantitative field.

  • Professional Experience: Minimum of 5–7 years of experience conducting economic or cost analyses in health, social services, or human services programs, with demonstrated experience supporting program evaluation.

  • Child Welfare Cost Modeling (Required): Proven experience developing and applying cost models using child welfare or closely related administrative data (e.g., foster care, child protective services, family support programs).

  • Evaluation & Data Skills: Experience supporting program evaluations, including cost studies, cost-effectiveness analysis, and integration of cost and outcome data.

  • Technical Skills: Strong quantitative and analytic skills, including experience working with large datasets and producing clear, defensible analytic outputs for non-technical audiences.

  • Communication: Ability to translate complex economic findings into clear written products, presentations, and technical assistance for federal and grantee stakeholders.

  • Federal Context (Preferred): Familiarity with federally funded human services or child welfare programs and experience working with or supporting federal agencies or grant recipients.

  • Interpersonal Skills: Strong analytical, communication, and organizational skills, with the ability to manage multiple priorities, work independently, and collaborate effectively with stakeholders.
