PAY GRADE: B9 ($27.26 - $39.76, depending on experience)

DESCRIPTION

Provide leadership and coordination to assist communities in a variety of tobacco prevention activities. Work closely with the medical community, county and city governments, the rental housing community, and school districts. Perform related work as required. This .50 FTE position is fully funded with Tobacco Prevention & Education Program funds and is subject to continuation of such funding.

Work is performed under the general supervision of the Health Department Manager and/or Administrator.  

Supervision Exercised 

This position does not supervise other employees. 

RESPONSIBILITIES

• Serve as a primary contact for the development, implementation and evaluation of health education activities and / or media campaigns for specific tobacco prevention programs. Work closely with the Grant County Health Department staff and the Grant County Court. 
• Assist with funding applications and project proposals that includes compilation of data, writing the scope of work and proposed budget. 
• Submit written plans, correspondence and TPEP required OHA reports in a timely manner and in conformance with authorizing agency as required.  
• Work flexible hours in order to plan or participate in conferences, community meetings and workshops as assigned. 
• Use a variety of computer programs and the Internet to enhance resources for community projects and be responsible for the preparation of required reports.
• Provide outreach to outlaying populations to obtain input for tobacco education activities. Assist with the development of educational materials and policies that follow the state laws and guidelines regarding tobacco use.
• Prepare and present effective oral presentations to the community and effectively communicate with individuals of all ages.
• Other duties as assigned.

QUALIFICATIONS

Education and/or Experience

High School Diploma with three years progressively responsible experience in public health, health education or public administration involving health-related community outreach programs. Or, a satisfactory combination of experience and training which demonstrates the knowledge, skill, and ability to perform the above described duties.

Certifications

This position has no certification requirements.

• Working knowledge and experience in public health and community health development including assessment, planning, implementation and evaluation and the ability to organize and exercise initiative.
• Ability to maintain excellent interpersonal relationships with a culturally diverse population.
• Good organizational, writing and oral communication skills and pleasant and professional interpersonal skills. Must be able to interact effectively with public health professionals and a wide variety of agencies throughout the community.
• Must have good typing skills, have knowledge of basic office software programs and ability to effectively use such software. 
• Must be able to communicate effectively in both written and oral formats. Must have the ability to present and exchange information internally across teams and co-workers, and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential information.

CRIMINAL BACKGROUND CHECKS

Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

In addition to a pre-employment background check, each employee, volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.

PERSONAL AUTO INSURANCE

Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings.

Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS.

The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.

PHYSICAL DEMANDS

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Sitting for long periods reviewing reports and other written materials and talking on phone. This position may occasionally be required to lift to ten (10) pounds. Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies.

WORK ENVIRONMENT

Work is performed in a public health clinic setting and at a variety of public locations within communities throughout the county. In state travel required to attend regional trainings and an occasional out-of-state training may be needed. The noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms.

This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e., moving mechanical parts, airborne particles, and electrical shock).
