Background

Laboratory is an essential part of public health in controlling communicable disease. The support from laboratory involving lot of aspects including what type of public health laboratory need to be developed and strengthen, type and quality of reagent, external quality assurance, the implementation of laboratory in facilities, laboratory human resource capacity, laboratory supply chain management and laboratory data management which need to be connected among communicable disease working team within MoH unit.

Indonesia WHO country office, to support MoH in reaching communicable global target will provide one consultant in SSA form to give technical assistance for communicable disease laboratory focus on HIV, TB, Malaria and Neglected Tropical Disease which will be seconded in MoH.

Objectives of the Programme

To assist the Ministry of Health of Indonesia in strengthening laboratory for public health focus on Communicable Disease particularly HIV, TB, Malaria and Neglected Tropical Disease.

Description of Duties

Under the direct supervision of HIV team leader and in close collaboration and coordination with the Ministry of Health and partner, the incumbent will

  • Strengthen National system for Communicable Disease (CD) laboratory quality assurance
  • Strengthen national purchasing plan from (CD) laboratory commodities
  • Strengthen laboratory recording and reporting system
  • Strengthen national system for CD drug resistance
  • Support CD laboratory monitoring implementation
  • Support and provide technical assistance in HIV STI Hepatitis surveillance system focus on laboratory aspects
  • Assist and provide technical assistance to HHS working team in Laboratory data analysis and utilization
  • Assist and provide technical assistance to HIV sub-directorate to coordinate with all Hepatitis HIV STI programs stakeholders related to laboratory
  • Developing Laboratory guideline, module training and monitoring tool
  • Support and providing technical assistance in public health laboratory transformation
  • Undertake any other duties/responsibilities as assigned by supervisor as required

Education Qualifications:

Essential: University degree in laboratory sciences with master’s degree in health-related science

Experience:

Essential: At least 3 years’ experiences working in development and implementation at national and or sub-national level in field of public health laboratory for communicable disease

Desirable: Experience working with UN agencies or international NGO in lab strengthening

Languages:

Expert knowledge of English and Bahasa Indonesia

Skills:

  • Sound understands principle of laboratory public health
  • Ability to Adapt WHO global guidelines for laboratory related to communicable disease to national context
  • Ability to advocate effectively
  • Ability to identify issues, evaluate evidence, formulate opinions, and make recommendation relate to laboratory
  • Ability to form effective working relationship with government counterpart and key stakeholders

Other Skills (e.g. IT):

Work is performed in normal working environment.

Computer literacy: Working knowledge on Ms. Word, Ms. Excel, Ms. Power Point

Remuneration:

Between IDR 25,708,600 and 41,419,267 monthly (in accordance with WHO Salary Scale for SSA).
