Job Description (Roles and Responsibilities)

Main Purpose of Job:

To lead policy, development, and diplomatic work on the implementation of a net zero energy sector and industrial decarbonisation across the SE Asia region for HMG. Design, and deliver ambitious, coherent cross-Government objectives, policy, and plans for the UK in a diverse region in which success in these sectors are vital to securing our COP26 legacy, and Paris Goals within a regional green economic transition.

What will the Jobholder be Expected to Achieve:

The successful candidate will work as the policy lead on these issues within a small regional hub, alongside policy leads for other thematic issues. The hub is geographically split between Singapore and Indonesia and while the individual will be line managed by the Regional Director based in Singapore, they will sit physically within a friendly and well-resourced team in the Embassy in Jakarta working on these issues bilaterally. 

The UK has a range of objectives on energy and industrial sector decarbonisation in ASEAN, from domestic UK energy security and investment, to maintaining a trajectory to reaching Net Zero commitments and phasing out the most polluting fossil fuels rapidly within a region who's rapid but carbon-intensive growth could make or break global efforts to limit temperature rises to 1.5c. The successful jobholder will need to bring those interests together effectively and coherently, recognising at least four different Whitehall Departmental equities (FCDO, BEIS, DEFRA, and DIT), and 10 very different country contexts. This will require flexibility, strong leadership, and subject matter expertise to work through others, from a range of backgrounds, professionalisms, and seniority:

  • Lead development, ownership, and accountability across the ASEAN region (10 countries) for development of HMG strategy and planning on energy and industrial decarbonisation respectively, securing buy-in from stakeholders in the region, and Whitehall. This will need to be rooted in knowledge and working relationships with regional Governments, business, and other non-state actors.
  • Lead the development and communication of clear, coherent, UK Government policy on regional energy and industrial decarbonisation issues, to deliver on whole of Government priorities, recognising and capturing the range of different national and sub-national interests within that while remaining alive to opportunities at the sub-regional and ASEAN level.
  • Provide expert policy analysis, advice, and reporting to senior UK stakeholders on the regional energy and industrial decarbonisation landscape, incorporating whole of UK Govt perspectives, and a well-balanced assessment of the facts and nuances of local and region-level contexts.
  • Based on a strategic awareness of the technical challenges, and UK opportunities and risks, raise capability and capacity of UK Government within the region in respect of these issues, through advice and training to UK Missions, development programmes, and officials at all levels, acting as the regional thematic lead on these issues in a pastoral and professional development sense. 
  • Working alongside and tailored to country-contexts as well as UK Missions’ capacity and capabilities, provide technical capacity building and advice to host Governments to complement UK development programming and advance policy objectives.
  • Through these activities and other policy interventions make some of the most visible UK policy contributions to regional transition to a 1.5c, resilient future economy, through more confident and rapid decarbonisation of the energy and industrial sectors of ASEAN economies.

Resources Managed (Staff and Expenditure): 

  • No line management envisaged, but likely to be strong matrix and professional development requirements across different Posts and Whitehall Departments to support effective day-to-day work on this theme.
  • Oversight of project, programme, and administrative budgets of up to around SGD1m/yr. (non-ODA)
Essential qualifications, skills and experience

Significant, Deep Professional Experience of:

  • Policy analysis or development in energy and industrial decarbonisation fields
  • Working with international institutions / multi-national organisations
  • Building and maintaining collaborative stakeholder relationships across public, private, and third sector to design and deliver organisational strategy
  • Developing policy recommendations at an organisational or multi-organisational level based on evidence-based analysis
  • IT and all MS Office applications
Desirable qualifications, skills and experience
  • Over 10 years of experience in the field of industrial decarbonisation fields
  • Experience working within UK and / or a SE Asian Government

The Embassy will sponsor the visa applications for successful non-Indonesian candidates.

Normal working hours are 39.5 (gross) per week, 7.30am to 4.00pm (Monday-Thursday) and 7.30am to 1pm (Friday). The team operates a ‘core hours’ policy of 1030am to 230pm with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

BE Jakarta supports and promotes flexible working as a crucial part of our inclusive offering and is committed to staff maintaining a healthy work-life balance. The role is suitable for some remote working, and members of the team tend to work from home around 2 days a week.

In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the Embassy, including playing a part in the corporate life of the mission and supporting any crisis response.
