In North and East Kalimantan (NK & EK, respectively), GGGI is implementing various activities in Sustainable Landscapes, Renewable Energy and Urban Development but is primarily focused on delivering the nature-based solutions for climate-smart livelihood in mangrove landscapes (NASCLIM) that will commence in April 2023.

In close collaboration with NASCLIM management team, the Gender Equality and Social Inclusion (GESI) Specialist will ensure appliance of Global Affairs Canada (GAC) and GGGI standards for GESI.  They will coordinate and collaborate with key private, government and community institutions across jurisdictions from national, province, district to village levels in EK and NK, especially the Village Management Unit and Womens’ Field Schools (WFS) as well as Coastal Field Schools (CFS) for NASCLIM. Working with NASCLIM staff and partners. Specifically, they will ensure that the trifecta of governance, access to resources and rights complies with GAC and GGGI principles at planning, implementation, evaluation and learning stages of NASCLIM, and that these be well reflected in the NASCLIM’s Performance Measurement Framework (PMF).  The first part of their duties will contribute to the preparation of the Project Implementation Plan (PIP).  They will report to the NASCLIM national strategic inter-institutional development specialist and coordinate closely with the EK and NK Provincial Representative of GGGI.

 

PURPOSE

Ensure that (1) governance, (2) access to resources and (3) rights comply with GAC and GGGI principles at planning, implementation, evaluation and learning stages of NASCLIM.  These three elements are well reflected in NASCLIM’s Performance Measurement Framework (PMF).  The first part of their duties will contribute to the preparation of the Project Implementation Plan (PIP).  They will report to the NASCLIM national strategic inter-institutional development specialist and coordinate closely with the EK and NK Provincial Representative of GGGI.

 

ENGAGEMENT
  • Advise and support the GGGI NK & EK Provincial Representative to coordinate NASCLIM work that delivers GESI outcomes.
  • Work closely with national, provincial, district, village stakeholder institutions to  incorporate GESI in NASCLIM plans, work and evaluations as well as lessons learned.
  • Coordinate with Head of Climate Action And Inclusive Development Global Practice and Senior Gender and Social Development Officer in HQ to align with GGGI global practices
  • Coordination with GGGI colleagues on GESI-related matters, policies and tools, to be able to deliver high quality products.

 

DELIVERY
  • Apply GESI principles to the inception phase’s preparation of the PIP including refinement of the PMF.
  • Lead GESI incorporation in the development of mangrove policies and plans and oversight.
  • Ensure shared GESI information among relevant provincial and district government institutions related to NASCLIM.
  • Close GESI engagement with the Village Management Unit, Womens’ Field Schools (WFS) as well as Coastal Field Schools (CFS) for NASCLIM.
  • Identify GESI relationships of NASCLIM with relevant non-NASCLIM institutions concerned with GESI.
  • Coordinate and organize capacity building workshops and focus group discussions (FGDs) for GESI with relevant government counterparts, including preparation of budgets, terms of reference (ToR), invitations and agendas, for more effective coordination and collaboration between NASCLIM institutions.
  • Advise and support senior NASCLIM team members at provincial and national level to develop reports on GESI aspects of NASCLIM.
  • Support the Provincial Representative to develop regular provincial GESI updates related GGGI activities in the province for both internal and external communication on NASCLIM.
  • Understand the implications for NASCLIM’s GESI for GGGI’s other programs including the Country Program Framework (CPF), and other inter-related programs in the province such as sustainable landscapes in general, renewable energy, green cities, etc.

 

REQUIREMENTS

QUALIFICATIONS

  • Keen understanding and experience in the role and application of GESI in Indonesia
  • An undergraduate degree in a social science field, e.g. gender, economics, environmental policy, natural resource management, forestry, public management, or any discipline related to the assignment; advanced degree preferred
  • At least 7 years of relevant experience working and be responsible on relevant areas to the post.
  • Experience of working directly with Kalimantan government(s) is desirable
  • Experience of working directly with international organizations is an advantage
  • A good understanding and high interest on issues relevant to green growth that depend upon GESI integration
  • Experience with environmental and social safeguards is an advantage.
  • Excellent written and verbal English and Indonesian communication skills is a must.
  • Experience of arranging events, supporting multiple cultural team, work well under pressure and have a flexible approach
  • Willingness to necessary travel

  • Ability to work in an organized, systematic manner, with degree of innovations and decision-making abilities.
  • Ability to write concise and clear minutes supplemented with effective filing and database system development and maintenance.

Through the Program, GGGI collaborates with the Ministry of National Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, the Ministry of Finance, the of Energy and Mineral Resources, the Ministry of Environment and Forestry and Sub National Government of East Kalimantan, North Kalimantan, Central Kalimantan, South Kalimantan, Papua and West Papua. With focus is to mainstream green growth into development and economic planning and to help design, finance, and demonstrate bankable green growth projects.
