SUMMARY OF THE PROJECT The DFAT-funded Knowledge Partnership Programme (KONEKSI) is Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the program is to increase the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):
- Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
- Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.
SUMMARY OF THE POSITION KONEKSI seeks a qualified vendor to provide outsourcing services (end-to-end recruitment and provides the required pay and benefits for these positions:
2 (two) Office Assistants and
1 (one) Driver , according to the prevailing Indonesian Labour Law.

June 4. KEY RESPONSIBILITIES The appointed vendor will be awarded an umbrella contract for the period of 2 (two) years from 7 August 4 – 6 August 6 for
2 (two) office assistants and
1 (one) driver , where the appointed vendor’s performance would be reviewed on a 6 monthly period to identify if any issues or concerns have been raised by the staff contracted though the vendor for improvement purposes and early termination if cannot reach agreement by both parties.
In specific, the scope of work of the outsource company will be to support KONEKSI:
- Performing an end-to-end recruitment process for the identified position
- Paying out monthly salary to the engaged labor.
- Taking care the benefits coverage of the engaged labor.
- Providing regular report as required by KONEKSI (timesheet, leave tracker, performance appraisal, etc)
- Providing copy of contract and other personnel documents of each engaged labor
- Providing update on labor law update as well provide advise as needed.
JOB REQUIREMENTS - The outsource company should master Indonesia Labor law and have minimum years of experience managing outsource services in Indonesia
- The company should have branch office in Jakarta, Indonesia; having an international coverage or network will be an advantage
- The company should be able to appoint minimum one person in charge for KONEKSI
APPLICATION PROCESS Proposal Submission Interested vendors are required to submit a comprehensive proposal containing the following information:
- Cover letter (1 page),
- Financial Proposal for the services which should be presented as monthly rate in IDR only, and inclusive of all taxes – see details on detailed ToR
- Company Profile
- Copy of company certificates
- List of past experiences in office assistant and Driver services (past 5 years)
Evaluation Criteria The evaluation will be conducted by combining the proposal, portfolio/past work convening the Office Assistants and Driver services, and financial Proposal.
Selection Process Upon the proposal submission deadline, a review panel from KONEKSI will evaluate the received proposals. Shortlisted vendors may be invited for an interview or presentation. The final selection will be communicated to the chosen vendor.
