Asia Policy Advisor, ITPN, Singapore


This Policy Advisor post is based in Singapore as part of E3G’s specialist ITPN programme which focuses on private sector transition plans. The post holder will lead the ITPN’s engagement and delivery across Southeast Asia, in particular in Singapore, Indonesia and Japan. They will work closely with E3G’s Regional Lead also based in Singapore.

The International Transition Plan Network (ITPN) was launched by E3G at COP29. It supports the development of global norms for transition plans by the private sector and supports climate policy that makes best use of transition plans. The ITPN
programme sits within E3G’s Finance & Resilience team, which focuses on the appropriate political response to climate risk, and on the political and policy changes  to enable financial flows for the global climate transition.

Role Overview


Private sector climate transition plans are an important tool for navigating the climate transition. They offer opportunities to support climate ambition, manage climate risk, and contribute to a climate-safe global economy. It will be crucial that new policies and regulations enable interoperability while meeting climate-related goals.   


 


Companies in Southeast Asia are increasingly developing climate transition plans, whilst investors and lenders are using plans to allocate capital. At the same time, policymakers and regulators are developing regulations, frameworks and guidance relating to transition plans and transition finance. As these approaches develop, the ITPN is seeking to support international alignment, the sharing of best practice and the emergence of new thought leadership that can support the public sector.  


 


The Asia Policy Advisor will lead ITPN’s engagement and delivery in Southeast Asia, particularly in Singapore, Japan and Indonesia. The postholder will support the development of a programme of work and lead on its delivery. This will include research; engagement with policymakers, regulators, market actors and civil society; and the organisation of events and workshops.  


 


The Policy Advisor will be part of the ITPN team whose other members are based in London. They will work closely with E3G’s Regional Lead (Southeast Asia, Energy Transition and Climate Finance) based in Singapore, and a wider cluster of E3G staff in Indonesia, Japan and India. The postholder will be expected to join some meetings on London time (Singapore late afternoon/early evening), as part of a flexible working arrangement. 



Key Responsibilities



  • Design and implement a work programme of stakeholder engagements in Japan, Singapore and Indonesia.  This will include organising at least one workshop in each jurisdiction with a mix of public and private sector representatives and civil society. 



  • Build relationships with key public sector stakeholders from government ministries and regulators, civil society, and business and finance. Build partnerships with event organisers, where appropriate. Represent ITPN and E3G. 



  • Conduct horizon scanning of relevant developments in the region on transition plans, transition finance, climate policy, politics, etc. Communicate key developments across the ITPN team and wider E3G staff. 



  • Provide technical reviews of key public policy documents or guidance developed by civil society organisations. 



  • Conduct other tasks in support of wider ITPN and E3G goals as . 

  • Travel within the region is expected, particularly to Japan and Indonesia.


 


About You


You are outgoing and enjoy building relationships but can also do technical work and pay attention to detail. You are enthusiastic and collaborative. You have a drive to support public policy development that is aligned with international climate goals. You are comfortable working with a team based in London on a remote basis and travelling throughout the region where .




Skills & Experience



  1. Relevant experience in public policy or corporate/finance on sustainability, ideally in disclosurestransition plans, or related topics such as transition finance. This may be in a variety of different sectors (finance, real economy, academia, civil society, government, etc) 

  2. Understanding of politics, policies and regulations relating to transition plans in at least one of Japan, Singapore and Indonesia, as well as a good grasp of the global context.   

  3. A track record of engaging with public sector actors, e.g. government officials or regulators, on climate topics, ideally on sustainable finance including transition plans and disclosure. 

  4. Experience of making strategic recommendations based on examination of evidence.  

  5. An ability to work well remotely with a team based in London.  

  6. Fluency in English. Fluency in other languages is desirable, such as Japanese, Bahasa Indonesia and Mandarin.

  • E3G offers a reward and benefits package which compares well with other organisations within our sector. The indicative salary range in Singapore for this position is between $68,500 SGD to $75,000 SGD dependent on experience and qualifications of the chosen candidate. 



  • Yearly process for remuneration review.  



E3G will require candidates to demonstrate that they have the right to live and work in the jurisdiction in which E3G employs them. We are unable to provide any relocation assistance to candidates who would need to move in order to take up this position.
