Job Description - Accounts & HR Manager

Responsibilities

Accounts

  • Maintain full set of accounts and ensure accurate bookkeeping of daily transactions
  • Prepare monthly project reports and management reports with variance analysis
  • Perform bank reconciliations and maintain proper financial records
  • Assist in preparation of statutory financial statements, tax filings, and GST submissions
  • Perform account analysis and financial reporting as required
  • Liaise with external auditors, tax agents, and other relevant parties

Human Resources

  • Handle monthly payroll processing, CPF, levy, IR21, and IR8A submissions
  • Manage work pass applications, renewals, and cancellations
  • Administer employee leave, including statutory and government-paid leave
  • Support recruitment activities including job postings, screening, interviews, and coordination with agencies
  • Maintain employee records and ensure accurate HR data management
  • Assist in onboarding, offboarding, exit interviews, and performance review exercises
  • Support training and development initiatives
  • Support annual performance and salary review exercises
  • Ensure compliance with labour laws, company policies, and statutory requirements
  • Handle employee insurance matters and government surveys

General

  • Support administrative and corporate affairs matters as required
  • Perform any other duties as assigned by management from time to time

JobRequirements

  • Diploma or Bachelor's Degree in Accounting or a related field.
  • Minimum 3–5 years of relevant experience, preferably in the construction industry.
  • Experience in project accounting and human resources functions.
  • Strong knowledge of HR practices, as well as relevant MOM and BCA regulations and compliance requirements.
  • Detail-oriented, diligent, and proactive with a positive work attitude.
  • Able to work effectively under pressure and meet tight deadlines.
  • Strong interpersonal and communication skills, with the ability to engage and manage foreign blue-collar workers effectively.
  • Self-motivated and able to work independently with minimal supervision.
