Job Description - Capability Manager (Product Lead)

Position Overview

As a Product Lead, you will take full ownership of the digital healthcare product across its entire lifecycle. You will lead the delivery and evolution of one or more digital healthcare capabilities, translating strategic priorities into impactful product outcomes. You will be responsible for driving roadmap execution, shaping product direction within your domain, and ensuring value delivery across the product lifecycle.

You will work closely with Domain leadership, PHI stakeholders, MOH/Clusters, and vendors, while guiding cross-functional teams of engineers, analysts, and capability managers (where applicable). This role requires strong product management experience, with the ability to balance strategy, delivery, and stakeholder alignment in a complex environment.

Role and Responsibilities

Strategy and Product Direction

  • Translate domain strategies and priorities into clear product direction and capability roadmaps.
  • Shape and refine product vision within the domain, in alignment with organisational goals and KPIs.
  • Partner senior stakeholders to align on priorities, outcomes, and delivery approach.
  • Stay informed on industry trends, emerging technologies, and vendor roadmaps to inform decision-making.

Planning & Prioritisation

  • Lead roadmap planning and prioritisation for assigned capabilities, ensuring alignment with Domain and MOH/Cluster priorities.
  • Drive disciplined backlog management, balancing business needs, technical feasibility, and resource constraints.
  • Guide stakeholders on trade-offs across scope, timeline, cost, and risk
  • Ensure a balanced approach between new feature delivery, technical debt, and compliance requirements.
  • Oversee quarterly planning activities, ensuring clear articulation of priorities and outcomes.

Delivery and Execution

  • Oversee end-to-end delivery for assigned capability domain, ensuring alignment with architecture, security, and engineering standards.
  • Drive adoption of strong product, engineering, and DevOps practices to ensure quality and scalability.
  • Ensure effective coordination across teams, platforms, and vendors to deliver outcomes.
  • Monitor budget utilisation and resource capacity within agreed parameters.
  • Drive change management and stakeholder adoption to realise intended value.

People Leadership

  • Lead and guide cross-functional teams, including Capability Managers where applicable.
  • Provide coaching and mentorship to strengthen product management and delivery capabilities.
  • Foster a culture of ownership, collaboration, and continuous improvement
  • Support talent development and performance management processes.

Metrics, Risk, and Governance

  • Accountable for capability domain-level performance, including achievement of KPIs and delivery outcomes.
  • Drive tracking, analysis, and reporting of product and delivery metrics.
  • Proactively identify and manage risks, dependencies, and issues.
  • Ensure adherence to governance, compliance, and organisational standards.

Requirements / Qualifications

  • Bachelor’s degree in Computer Science/ Engineering, Information Technology, or a related discipline.
  • At least 15 years of relevant experience, including strong hands-on experience in product management and delivery or technology leadership roles.
  • Proven track record in driving product outcomes, roadmap execution, and stakeholder alignment.
  • Ability to translate strategic priorities into actionable plans and delivery outcomes.
  • Experience working in complex, multi-stakeholder environments.
  • Strong analytical thinking and data-driven decision-making capabilities.
  • Excellent communication, leadership, and stakeholder management skills.
  • Experience in healthcare or public sector domains is an advantage.
