We are seeking an experienced Enterprise Data Delivery Lead to drive end-to-end delivery of a strategic data transformation programme focused on building enterprise data hubs on Databricks. This initiative spans multiple markets (e.g., Japan, Singapore, UK) and involves integrating data across diverse source systems within complex regulatory environments.
This role combines strong delivery leadership with a solid understanding of modern data platforms and requires navigating multi-country regulatory requirements, internal governance frameworks, and diverse stakeholder expectations. The successful candidate will act as the bridge between business, technology, data teams, and governance bodies, ensuring successful programme execution while maintaining compliance and delivering business value.
Key Responsibilities
Programme / Project Delivery Leadership
Lead end-to-end delivery of large-scale data platform and data hub programmes across regions and workstreams
Own project scope, roadmap, budget, timelines, and quality outcomes
Manage dependencies across data ingestion, transformation, governance, and consumption layers
Ensure successful implementation of Databricks-based modern data architecture
Data Platform Delivery Oversight
Provide oversight of modern data stack delivery (e.g., Databricks, data lakes, medallion architecture, ETL/ELT pipelines)
Collaborate with data engineers, architects, and platform teams to ensure scalable and secure solutions
Align business data requirements with technical implementation
Ensure robust data models, data quality controls, and metadata governance
Regulatory & Governance Management (Banking)
Ensure compliance with financial services regulations across jurisdictions (e.g., MAS, FCA, FSA)
Navigate internal governance frameworks including data governance, risk, audit, and security
Maintain programme documentation, audit trails, and change control
Balance delivery speed with control and compliance requirements
Stakeholder & Cross-Regional Alignment
Act as primary interface across business stakeholders, country teams, technology functions, and central data offices
Manage expectations across geographies with differing priorities and regulatory constraints
Facilitate decision-making across senior stakeholders and governance forums
Align global strategy with local market needs
Vendor & Partner Management
Manage delivery across vendors and system integrators, including performance and contractual obligations
Ensure consistent delivery standards across internal and external teams
Coordinate multi-party delivery models in large-scale banking programmes
Agile / Hybrid Delivery Execution
Drive Agile or hybrid delivery models suited to enterprise banking environments
Balance iterative delivery with structured governance milestones
Establish clear delivery cadences, sprint outcomes, and programme milestones
Coach teams on delivery within regulated, multi-country contexts
Executive Reporting & Risk Management
Prepare executive dashboards, programme updates, and steering committee materials
Proactively manage risks, issues, and interdependencies across workstreams
Escalate critical issues with clear mitigation strategies
Enable data-driven decision-making for senior leadership
Key Requirements
Must-Have Experience & Skills
10+ years of experience in programme/project delivery, with a strong focus on data, analytics, or platform transformation initiatives
Strong stakeholder management skills, with the ability to engage senior business and technology leaders and clearly articulate programme value
Experience navigating internal governance, risk, audit, and regulatory frameworks
Proven track record delivering modern data platform programmes (e.g., Databricks, Snowflake, Azure Data Platform)
Strong understanding of data architecture concepts, including data lakes, data warehouses, ETL/ELT pipelines, and medallion architecture
Experience working within financial services / banking environments, including regulatory and compliance exposure
Demonstrated experience managing complex multi-country or regional programmes
Proven ability to manage multi-vendor delivery models
Strong project management fundamentals: scope, budget, timelines, and risk management
Good to Have
Hands-on exposure to Databricks platform and ecosystem
Experience with data governance tools (e.g., Collibra, Informatica, Microsoft Purview)
Knowledge of banking regulations across APAC and EMEA regions
Familiarity with cloud platforms (Azure preferred)
Certifications in programme/project management (PMP, PRINCE2, SAFe, Agile)
Experience driving data strategy, data operating models, or data monetisation initiatives
Background in consulting or large-scale transformation programmes
