About Hope Village @ Kaki Bukit Recreation Centre
Hope Village is the new community concept at Kaki Bukit Recreation Centre (KBRC), operated by Hope Initiative Alliance. It serves as a welcoming and inclusive space for migrant workers and migrant domestic workers to rest, connect, and participate in meaningful programmes during their time off.
As one of Singapore’s key migrant worker recreation centres, Hope Village brings together community outreach, volunteer engagement, partnerships, and programmes to support the well-being, social connection, and dignity of the migrant worker community. Through regular activities, events, and collaborations with community, corporate, and public partners, Hope Village aims to create a safe and vibrant environment where migrant workers feel valued and supported.
About the Role
Hope Initiative Alliance (HIA) is seeking a Finance Manager to lead the financial operations, budgeting, and audit frameworks for our major national project, Hope Village @ Kaki Bukit Recreation Centre (KBRC), operated in partnership with public-sector stakeholders.
In this pivotal role, you will supervise and mentor the finance operations team. Your main operational mandate is to ensure total financial compliance, process optimisation, procurement governance, and cash flow tracking for Hope Village operations, while simultaneously leading the centralised accounting standards, annual budgets, and management reporting for the parent IPC charity, Hope Initiative Alliance. This "Shared Services" leadership structure offers deep exposure to both public sector project funding and non-profit IPC governance.
Key Responsibilities
● Strategic Budgeting & KBRC Financial Planning:
○ Lead the budget formulation, execution, and tracking for Hope Village @ KBRC and HIA's various social initiatives.
○ Partner with Operational Leads and General Managers to build realistic project budgets and guide resource allocation.
○ Formulate comprehensive monthly management reports, offering critical Budget vs. Actual variance analyses to HIA Management Team and funding partner representatives.
○ Maintain active rolling cash flow forecasting models to safeguard operational liquidity for the recreation centre and central operations.
● Audit Program Management, Framework Enforcement &Compliance:
○ Act as the lead coordinator for the annual Statutory External Audit for HIA.
○ Program-manage and lead at least 4 specialized project/grant-specific audits annually (including public audits for Hope Village), ensuring zero non-compliance findings.
○ Enforce, review, and continuously optimise the organisational FinancenManual, the KBRC Procurement Framework, and the KBRC Subcontracting Framework to align with CAS, statutory IPC guidelines, and funder requirements.
○ Drive process improvements across internal accounting systems, streamlining digital workflows inside Xero and QuickBooks to support both KBRC and HIA frameworks.
● Operational Control & Team Supervision:
○ Supervise, mentor, and review the day-to-day transactional, procurement, and contracting outputs of the finance team.
○ Oversee and verify complex public grant claims prepared for Vendors@gov, and direct project funding agreements.
○ Ensure a high-standard, organised, and error-free month-end and year-end closing schedule.
● Academic/Professional: Bachelor’s degree in accountancy or finance. A professional CA/CPA/ACCA qualification is valued.
● Experience: Minimum 3 to 5 years of progressive financial/accounting experience. We strongly welcome applications from high-performing Senior Accounting Executives or Assistant Managers ready to step up into their first Manager role.
● Technical Skills & Systems:
○ Deep, practical knowledge of the Charity Accounting Standard (CAS) or Singapore Financial Reporting Standards (SFRS).
○ Familiarity with executing or overseeing structured procurement and subcontracting workflows.
○ Direct proficiency with Xero and QuickBooks.
○ Highly proficient in Excel budgeting, cash flow forecasting, and public grant reconciliation.
● Sector Knowledge: Familiarity with the Singapore public grant funding landscape, including Vendors@gov claims procedures, and government agency funding requirements.
● Leadership Profile: Warm, coaching-centric mentorship style to develop direct reports, paired with outstanding stakeholder management skills to interface with board members and funding representatives.
