Payroll Manager

Job Summary

The Payroll Manager leads payroll operations, ensures compliance and service delivery excellence, manages payroll specialists, and acts as the key stakeholder liaison for payroll governance and process improvement.

• Oversee end-to-end payroll operations and ensure payroll accuracy and timeliness.
• Manage payroll calendars, cut-offs, and service level agreements.
• Review and approve payroll reports, reconciliations, and statutory submissions.
• Lead, coach, and develop payroll specialists.
• Implement maker-checker controls and segregation of duties.
• Allocate resources to meet payroll deadlines and operational requirements.
• Ensure compliance with statutory, taxation, CPF, and employment regulations.
• Establish payroll controls and audit readiness.
• Manage payroll risk, investigations, and corrective actions.
• Partner with HR, Finance, and business leaders on payroll matters.
• Serve as escalation point for complex payroll issues.
• Coordinate with auditors, government agencies, and external vendors.
• Review payroll KPIs and service metrics.
• Drive payroll transformation, automation, and optimization initiatives.
• Lead payroll projects, system enhancements, and UAT activities.

Requirements

• Degree in HR, Finance, Accounting, or related discipline.
• 5–8 years of payroll experience, including team leadership.
• Strong knowledge of payroll governance and statutory compliance.
• Experience managing payroll vendors and shared services environments.
