About the Role
As part of the Marine Personnel team, the incumbent will manage the end-to-end crewing operations for an assigned fleet of vessels — from recruitment and deployment to development and welfare. The incumbent will be the key point of contact between shore management, ship staff, and external authorities, ensuring our vessels are safely and compliantly manned at all times.
Key Responsibilities
Crew Planning & Deployment
• Plan, coordinate, and execute crew changes for assigned vessels, ensuring timely and cost-effective deployment.
• Liaise with port authorities, flag states, and Singapore government agencies on all ship staff-related matters.
• Accompany crew for official shore matters where required, and make scheduled visits to assigned vessels.
Recruitment & Compliance
• Conduct ship staff recruitment and selection to meet fleet manning requirements.
• Verify that all crew certifications and documentation are valid and in place prior to sign-on.
• Ensure ship staff management practices comply with regulatory requirements (MLC, STCW, flag state, MOM) and company policies.
Crew Development & Performance
• Monitor and execute ship staff development plans in a timely manner.
• Track crew appraisals and performance assessments, flagging follow-up actions to the Team Lead.
• Support the Team Lead /Assistant Team Lead in implementing training and development programmes for ship staff.
Administration & Welfare
• Administer ship staff compensation, benefits, and medical matters.
• Maintain and update the Fleet Management System in accordance with company policies and procedures.
• Prepare manpower statistics and reports as required.
• Undertake other duties as assigned by the Team Lead or Management.
Requirements
• Diploma in Maritime Studies, Human Resources, or a related discipline preferred.
• Experience in transportation operations (marine, aviation, or logistics) or crew scheduling and planning isan advantage.
• Familiarity with MOM regulations and work pass procedures is an advantage.
• Prior experience working with and managing foreign nationals is highly advantageous.
• Proficient in Microsoft Office, particularly Excel, Word, and PowerPoint.
• Meticulous team player withexcellent interpersonal and organisational skills, able to perform well underpressure.
• This position is only open to Singapore Citizens and Permanent Residents.
