ABOUT THE ROLE

Are you passionate about translating business needs into innovative digital solutions?

We are looking for a Business Analyst (Associate Consultant) to support the delivery of large-scale digital transformation initiatives within Singapore's public sector. In this role, you will collaborate with business users, technical teams and vendors to analyse requirements, design solutions and drive successful implementation of enterprise applications.

This is an excellent opportunity to contribute to meaningful projects that enhance digital services for the public while working in an Agile environment alongside experienced professionals.

JOB DESCRIPTION

• Engage stakeholders to gather, analyse and document complex business requirements across multiple applications and integrated systems.
• Analyse business challenges, define project scope and develop business cases to support solution recommendations.
• Facilitate workshops, discussions and progress updates with business stakeholders to align objectives and priorities.
• Document functional and business requirements, evaluate solution options and recommend the most suitable approach.
• Collaborate closely with business users, technical teams and vendors to clarify requirements and ensure successful solution delivery.
• Support the design, development and implementation of digital applications that improve user experience and operational efficiency.
• Develop process flows, data flows, wireframes, prototypes and user journeys to support solution design.
• Prepare functional, technical and project documentation.
• Support Product Owners in refining user stories and backlog requirements.
• Assist project teams during build, testing and deployment activities.
• Work with end users to ensure successful implementation, user adoption and transition to production.
• Evaluate enhancement requests and assess their business impact.
• Support incident analysis, service recovery and continuous improvement initiatives.
• Ensure compliance with IT governance, security and quality management standards.

REQUIREMENTS

• Bachelor’s degree in Business, Information Technology, Computer Science, Information Systems or a related discipline.
• Experience as a Business Analyst in software application delivery or digital transformation projects.
• Strong stakeholder management and requirements gathering skills.
• Experience preparing business requirements, functional specifications and technical documentation.
• Knowledge of business process mapping, workflow analysis and solution design.
• Familiarity with Agile methodologies, including user stories, sprint planning and software delivery lifecycle.
• Experience working with cross-functional teams, business users and external vendors.
• Strong analytical, problem-solving and communication skills.
• Ability to manage multiple priorities in a dynamic environment.

PREFERRED SKILLS

• Experience in Government or public sector digital projects.
• Familiarity with IT governance, security and quality management frameworks.
• Knowledge of IM8 or equivalent information security and governance practices.
• Experience supporting application deployment, change management and incident management.
