Overall accountability for safe, compliant, and efficient crewing of the tanker fleet, ensuring alignment with regulatory, company, and oil major (OCIMF/SIRE/TMSA) requirements.
1.Crewing Operations & Manning Control
Own end-to-end crew planning, rotations, and deployment for fleet
Ensure vessels are continuously manned in compliance with safe manning and charterer expectations
Maintain stable crew matrix to support operational consistency and reduce human-factor risks
Oversee timely and disruption-free crew changes globally
2.Compliance, Audit & Governance
Accountable for full compliance with STCW, MLC, Flag, Port State, MPA, and MOM regulations
Ensure continuous audit readiness for SIRE, TMSA, and internal audits
Maintain zero overdue certification / documentation deficiencies
Oversee integrity and accuracy of all crew records and documentation
3.Recruitment & Crew Strategy
Lead recruitment, selection, and retention strategy for tanker crew
Ensure deployment of qualified, vetted, and charterer-acceptable personnel
Develop succession plans for senior ranks (Master, Chief Engineer, C/O)
Drive retention and reduce crew turnover
4.Crew Performance & Risk Management
Oversee crew appraisal systems and performance monitoring
Manage incidents, disciplinary cases, and escalation matters
Identify and mitigate human-factor risks impacting vessel performance
Support incident investigations and corrective actions
5.Stakeholder & Operational Coordination
Liaise with Masters, Technical, Marine, and Operations teams on crewing matters
Manage relationships with manning agents, unions, and authorities
Ensure alignment between crewing, vessel performance, and operational requirements
6.Payroll, Budget & Cost Control
Own crewing budget and cost optimisation
Oversee payroll accuracy, claims, and crew-related expenses
Ensure cost-efficient deployment without compromising quality
7.Leadership & Continuous Improvement
Lead and develop crewing team
Drive digitalisation and process improvements (e.g. P-files, systems)
Support strategic manpower planning aligned with fleet growth
Job Requirements
Diploma / Degree in Maritime Studies, Shipping, or related discipline.
About 3 years of crewing or relevant work experience.
Strong knowledge of STCW, MLC, tanker operations, and Singapore regulatory framework (MPA & MOM).
Experience in managing crew planning, recruitment, compliance, and payroll.
Familiar with crewing systems, MOM WPOL/EPOL, and MPA online portals.
Strong leadership, communication, and stakeholder management skills.
Ability to manage multiple vessels and priorities in a fast-paced environment.
High level of integrity, professionalism, and attention to detail.
Experience handling oil/chemical tanker crew.
Familiarity with TMSA, SIRE, and oil major requirements.
Experience dealing with international crew, unions, and P&I/insurance matters.
