Job Description - Head of Accreditation and Standards

Head of Accreditation and Standards

The Head of Accreditation and Standards will support the CSPO in developing and implementing the professional accreditation framework and processes. The Head will work with the CSPO Executive Director, Cyber Security Agency of Singapore (CSA) and relevant stakeholders to develop, implement, and maintain a robust assessment and accreditation process, cybersecurity competency frameworks, and ethical and disciplinary guidelines aligned to the mandate of the CSPO.

Roles and Responsibilities

  • Work with external experts and consultants to review and update cybersecurity competency frameworks and standards to ensure alignment with industry needs and international best practices.
  • Develop, implement, and maintain a robust assessment and accreditation process to accredit cybersecurity professionals in Singapore.
  • Review and evaluate applications for professional recognition, working with the Expert Committees to ensure rigour and consistency in the accreditation process.
  • Engage with stakeholders such as government agencies, industry, professional bodies, and training providers to gather technical feedback and ensure relevance of professional standards and frameworks
  • Plan and coordinate Expert Committee meetings and activities, including logistics, documentation, and follow-up on action items.
  • Prepare technical reports, papers, and presentations on accreditation and standards matters for CSPP and other stakeholders
  • Support the Executive Director and the CSPO in any other ad-hoc duties.

Qualifications and Requirements

Education

  • Relevant qualification(s) in cybersecurity, information technology, computer science, engineering, or a related field

Experience

  • Minimum of 10 years of relevant working experience in learning and development, competency development, workforce development, or a related field with at least 5 years in managerial capacity.
  • Experience in the development or assessment of competency frameworks, certification, accreditation, or standards development programmes.
  • Experience in the development of ethical or disciplinary frameworks or guidelines would be an advantage.

Skills and Competencies

  • Familiarity with job roles and technical competency of the various specialisations defined under ICT Skills Framework for Cybersecurity, the Operational Technology Cybersecurity Competency Framework (OTCCF) and other similar frameworks.
  • Have a good understanding of employment regulations, cybersecurity policies, regulations, and industry trends in Singapore and internationally.
  • Possess strong analytical and writing skills, with the ability to develop clear and well-structured technical documentation.
  • Possess good stakeholder engagement and communication skills in the context of standards and framework development.
  • Is meticulous and detail-oriented, with the ability to manage multiple tasks and deadlines.

Additional Information

Cyber Security Professional Office (CSPO)

  • Led by an Executive Director and three full-time staff, the CSPO will operationalise and administer the professional accreditation framework, with functions including strategy and planning, operations, partnerships, outreach, accreditation and standards.

Cyber Security Professional Panel (CSPP)

  • The CSPP will oversee the CSPO, the accreditation process, and provide industry-relevant guidance for developing standards. Panel members are practitioner leaders from government, industry, and academia.

Expert Committees

  • Support the CSPO and CSPP for specific cybersecurity specialisations (e.g. defining baseline standards for VAPT). Committee members are leading subject matter experts and may be drawn from industry and cybersecurity professional bodies.
