Job Description - Learning & Development Executive - JL

Job Description

My client is seeking a proactive and detail-oriented Learning & Development Executive to support the administration, coordination, and execution of leadership development and training programmes. The successful candidate will work closely with internal stakeholders to ensure smooth programme delivery, budget tracking, training administration, and learning operations support.

This role is ideal for candidates with experience in Learning & Development (L&D), Training Administration, HR Operations, Programme Coordination, or Public Sector Administration.

Key Responsibilities

Training Administration & Programme Coordination

  • Administer and coordinate leadership development and training programmes from planning to execution.
  • Liaise with stakeholders to publicise training programmes and ensure successful programme enrolment and participation.
  • Coordinate logistics, schedules, training records, participant communications, and programme documentation.
  • Ensure training programmes are conducted according to approved timelines and schedules.

Learning & Development Support

  • Support the promotion and administration of local attachment programmes and professional development opportunities.
  • Draft submissions, reports, and supporting documents for overseas attachment programmes and learning initiatives.
  • Maintain and update training roadmaps, learning records, programme databases, and development frameworks.
  • Support onboarding and orientation programmes for newly appointed officers.

Budget & Reporting

  • Monitor and track training budget utilisation against monthly financial reports.
  • Process and monitor claims submissions, ensuring timely and accurate documentation.
  • Prepare quarterly budget utilisation reports and updates for management and stakeholders.
  • Assist in the annual planning and administration of overseas learning and development initiatives.

Stakeholder Management & Administrative Support

  • Work closely with internal stakeholders, training providers, and supporting departments to ensure smooth programme delivery.
  • Prepare management papers, reports, presentations, and other administrative documents.
  • Provide general administrative and operational support for learning and development activities and ad-hoc projects.

Requirements

  • Diploma or Degree in Human Resource Management, Business Administration, Learning & Development, Public Administration, Education, or related disciplines.
  • Minimum 2 years of experience in Learning & Development, Training Administration, HR Operations, Programme Management, Training Coordination, or Administrative Support.
  • Experience coordinating training programmes, workshops, seminars, learning initiatives, or employee development programmes.
  • Strong administrative, organisational, and project coordination skills.
  • Experience in budget tracking, reporting, claims processing, or finance administration will be an advantage.
  • Proficient in Microsoft Excel, Word, and PowerPoint.
  • Strong written communication skills with experience preparing reports, submissions, or management papers.
  • Meticulous, proactive, and able to manage multiple priorities in a fast-paced environment.
  • Experience in the Public Sector, Education, Government Agencies, Statutory Boards, or Learning & Development environments will be advantageous.

Contract Details

  • 7-Month Contract
  • Immediate availability preferred
  • Salary commensurate with qualifications and experience
