Job Description
As a member and contributor of the Strategy and Innovation Office (SIO) team, you will lead and drive strategic planning and policy development, distilling insights in consultation with SNEC and SingHealth’s senior management and MOH to determine and prioritise short, mid and long-term strategies for sustained growth of SNEC as the flagship national eye centre catering to the eye care needs of more than 50% of our population.
You will lead and formulate strategic plans and engagement using various strategy development frameworks. You will also communicate the strategy development process, lead engagement with various levels of staff in the formulation of the strategy, encourage the integration of workflows and lead ad-hoc projects that will support and drive the centre’s strategies. You are also required also provide secretariat support for key management meetings and retreats to discuss ideas and initiatives, and co-ordinate overall strategic policies and directions to ensure congruence.
Corporate and Eye Care Strategy Planning and Development
Lead and drive the end-to-end development of and engagement for the centre’s strategic plans and initiatives to ensure that they are robust, coherent and well-articulated.
Support the implementation of the Enterprise Strategic Plan (ESP) by conceptualising initiatives, establishing execution frameworks, and developing monitoring mechanisms to track and report progress against planned deliverables. Continually monitor the healthcare and business landscape; conduct structured horizon scanning activities, including facilitating discussions on emerging healthcare trends and their implications, and developing thematic analyses to support strategic environmental scanning. Perform and integrate research, leveraging on internal and external data with ground-sensing and overarching national policies.
Evaluate and analysis findings to identify new and emerging market opportunities, issues and challenges in the local and global environment.
Organise seminars and events on review of ESP, emerging trends, cross-sector learning in relation to the ESP and organize learning journeys for management to other organisations.
Facilitate the development and coordination of actionable implementation plans (short, medium and long term) aligned with the overall strategies.
Engage stakeholders and decision-makers and communicate policy and other considerations, strategies and plans, and intended outcomes clearly and convincingly.
Develop and execute strategic communications plans, including publications such as ESP E-Bulletins and Future Sights Reports, to maintain regular engagement and communications cadence with stakeholders
Prepare and present strategy papers and presentations.
Support the development of regular performance reports for management as well as facilitating cross-functional performance reviews for the leadership.
Strategic Relations/Partnership Management
Provide oversight and guidance on strategic relations/partnership with external parties.
Lead, develop and drive engagement on policies, procedures and process flow for review and approval of formalisation of strategic relations/partnership, including via MOUs, agreements and/or contracts.
Monitor and track outcomes, deliverables, and status (renewal or cessation) of strategic relations/partnership, including via MOUs, agreements and/or contracts.
Population Health and Capitation Steering Committee (PHCSC)
Review eye population health strategy and related workstreams.
Ensure effective meeting management and succinct minutes of meeting, preparation of management reports and presentation slides.
Follow-up on key action items (by stakeholders) to ensure they are closed and completed.
Ensure strategic follow-through, propose systematic agenda management, and enhance committee knowledge through relevant insights sharing
Secretariat responsibilities
Develop and maintain an efficient format for key leadership meetings.
Provide timely summary of work plan implementation for HoD’s review.
Ensure effective meeting management and succinct minutes of meeting, preparation of management reports and presentation slides.
Follow-up on key action items (by stakeholders) to ensure they are closed and completed.
Ensure strategic follow-through, propose systematic agenda management, and enhance committee knowledge through relevant insights sharing.
Job Requirements
Bachelor's degree in Strategy, Business, Corporate Finance, Information Systems, or related field.
At least 8 years’ of relevant work experience in corporate and healthcare strategic planning and development, business and management consulting, corporate planning, organizational development, finance, research and analysis or similar fields.
Experience in supporting the senior management in to reviewing and formulating strategies/policies.
Resourceful and a strong team player with excellent planning and analytical skills, as well as able to work well independently.
Strong achievement motivation, resilient, has a growth mindset, able to learn and adapt quickly. Enjoys problem solving, comfortable to navigate ambiguities and uncertainties. Willingness to challenge boundaries and explore new experiences.
Skilled and effective communicator (verbal, business writing, and presentation), possesses facilitation skills tailored to different groups of stakeholders and able to engage stakeholders of all levels. Ability to distill concepts and communicate them in a concise, digestible and coherent manner.
Proficient in leveraging digital and AI tools to enhance productivity and quality of deliverables and output.
Highly numerate, with financial modeling knowledge preferred. Data driven and comfortable in gathering, examining and analyzing data and deriving useful patterns, insights and translating them into actionable plans and strategies to guide decision making with strong business acumen and grounding in business operations.
Relevant experience in healthcare and innovation-related fields would be an advantage.
