Job Description - Senior Executive / Asst Manager, Skilled Trades Enabling Programme

About the Role

The Specialists Trade Alliance of Singapore is looking for two Programme Senior Executives/ Asst Maangers to support the implementation of the Skilled Trades Enabling Programme, a national initiative that aims to strengthen skills development, certification, and career progression for skilled trades in Singapore’s Built Environment sector.

This is a meaningful role for candidates who enjoy working with industry stakeholders, government agencies, companies, and partners to bring new programmes from planning to implementation.

Successful candidates will be exposed to a varied workscope across certification, digital registry development, industry engagement, marketing, events, and programme administration. This role is suitable for candidates who prefer a dynamic work environment that is less monotonous, with opportunities to learn across different areas of programme development and industry transformation.

Key Responsibilities

1. Programme Coordination and Administration

  • Support the day-to-day coordination and implementation of the Skilled Trades Enabling Programme.
  • Assist in preparing programme documents, presentation decks, meeting materials, reports, and follow-up notes.
  • Maintain proper records of programme activities, stakeholder engagements, applications, approvals, and related documentation.
  • Coordinate meetings, briefings, workshops, focus group discussions, and industry engagement sessions.

2. Certification and Process Development

  • Support the development of certification criteria, application requirements, assessment processes, renewal conditions, and supporting templates.
  • Assist in documenting workflows for application, review, assessment, approval, renewal, and appeals.
  • Support companies in understanding certification requirements and preparing the necessary documents.
  • Assist in audit readiness coordination, documentation review, scheduling, and follow-up actions.

3. Digital Registry and System Support

  • Support the development and implementation of the programme’s digital registry portal.
  • Coordinate with vendors, internal users, and stakeholders on system requirements, data fields, user workflows, and testing.
  • Assist in user acceptance testing, issue tracking, and system improvement feedback.
  • Support the use of the portal for certification tracking, renewal reminders, reporting, and registry management.

4. Industry Engagement and Outreach

  • Support engagement with companies, trade associations, government agencies, industry partners, and other stakeholders.
  • Assist in organising industry briefings, outreach events, workshops, and engagement sessions.
  • Maintain stakeholder databases, attendance records, follow-up actions, and engagement summaries.
  • Support efforts to encourage company participation and industry adoption of the programme.

5. Marketing and Communications

  • Prepare marketing materials such as EDMs, brochures, LinkedIn posts, website updates, presentation decks, and publicity content.
  • Help translate programme information into clear, simple, and industry-friendly messages.
  • Support consistent branding and messaging across programme collaterals and communication channels.
  • Monitor outreach effectiveness and suggest ways to improve engagement.

Requirements

  • Diploma or Degree in Business, Marketing, Communications, Events Management, Engineering, Built Environment, Quality Management, Project Management, or related disciplines.
  • Good written and verbal communication skills.
  • Organised, meticulous, and able to manage multiple tasks concurrently.
  • Comfortable working with companies, industry stakeholders, government agencies, vendors, and partners.
  • Proficient in Microsoft Office, especially Word, Excel, and PowerPoint.
