Job Description - TENDER COORDINATOR

The Tender Coordinator is responsible for coordinating and managing theend-to-end tendering process for offshore, subsea, marine, and oil & gas projects across the Asia-Pacific region. The role involves preparing commercial and technical tender submissions, coordinating inputs from multiple stakeholders, ensuring compliance with client requirements, and supporting the development of competitive and profitable bids.

The successful candidate will possess a strong understanding of offshore oil & gas operations, preferably including marine, subsea, inspection, survey, diving, ROV, installation, decommissioning, and intervention services.

The candidate will work closely with operations, engineering, procurement, HSEQ, finance, and business development teams to deliverhigh-quality tender submissions.

Key Responsibilities

Tender & Proposal Management

  • Coordinate the complete tendering process from opportunity identification through to bid submission.
  • Review ITTs (Invitation to Tender), RFQs, RFPs, and Expressions of Interest (EOIs) to identify commercial and technical requirements.
  • Develop tender schedules and submission plans to ensure timely delivery of proposals.
  • Coordinate and consolidate technical, commercial, HSEQ, operational, and financial inputs from internal stakeholders.
  • Prepare and maintain tender documentation, bid registers, and proposal databases.
  • Ensure compliance with client requirements, tender instructions, and company procedures.

Commercial & Cost Estimation Support

  • Assist in the preparation of cost estimates, pricing schedules, and commercial submissions.
  • Liaise with vessel managers, project managers, engineering teams, and procurement personnel to obtain accurate cost information.
  • Support risk assessments, commercial qualifications, and bid clarifications.
  • Coordinate subcontractor and supplier quotations and evaluate commercial proposals.

Stakeholder Coordination

  • Act as the focal point between internal departments during bid preparation, tender clarifications, and commercial correspondence.
  • Support tender bid review meetings and management approval processes.

Contract & Proposal Administration

  • Maintain tender records, submission archives, and upkeep of databases.
  • Support contract handover activities from tendering to project execution teams.
  • Monitor bid outcomes

Qualifications

Essential

  • Bachelor’s degree / Diploma in engineering (Mechanical, Marine, Civil, Offshore, Petroleum, or related discipline).
  • Minimum 5 years' experience in tendering, proposals, commercial, project coordination, or estimating within the oil & gas, offshore, marine, or energy sectors.
  • Experience preparing tenders for offshore projects, including marine operations, subsea services, survey, ROV, diving, construction, or decommissioning scopes.
  • Understanding of commercial and contractual principles.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).

Preferred

  • Experience working with offshore contractors, subsea service providers, EPC contractors, or vessel operators.
  • Familiarity with contract forms such as BIMCO and client-specific contracts.
  • Experience supporting tenders for major operators and contractors in the Asia-Pacific region.
  • Knowledge of offshore vessel operations, diving operations, ROV services, survey activities, and subsea intervention projects is a plus
