Job Description - Accommodation & Facilities Manager - Construction

🏭 Your Role

Responsible for the overall management, operation, and maintenance of the workers’ dormitory. This role ensures a safe, clean, compliant, and well-maintained living environment for residents while overseeing accommodation allocation, facilities maintenance, security, housekeeping, and vendor management in accordance with regulatory requirements (e.g. MOM / FEDA or local authority standards).

1. Dormitory Operations Management

  • Oversee day-to-day dormitory operations to ensure smooth functioning of all services.

  • Manage check-in and check-out processes, including room allocation and resident registration.

  • Maintain accurate records of occupancy, resident database, visitor logs, and incident reports.

  • Ensure compliance with dormitory rules, policies, and government regulations.

2. Facilities & Maintenance Management

  • Supervise preventive and corrective maintenance of all dormitory facilities (electrical, plumbing, HVAC, fire safety, and building infrastructure).

  • Coordinate with contractors and service providers for repairs, inspections, pest control, and refurbishment works.

  • Conduct regular site inspections to ensure facilities are safe, functional, and well-maintained.

  • Develop and implement maintenance schedules and asset management plans.

3. Housekeeping & Hygiene Standards

  • Oversee housekeeping operations to ensure cleanliness of rooms, common areas, and facilities.

  • Implement hygiene and sanitation standards in compliance with regulatory requirements.

  • Monitor cleaning schedules and service quality of outsourced cleaning vendors.

4. Security & Safety Management

  • Supervise security operations and ensure effective deployment of security personnel.

  • Ensure implementation of access control, visitor management, and emergency procedures.

  • Conduct safety inspections and ensure compliance with fire safety and workplace safety regulations.

  • Lead response coordination during emergencies or incidents within the dormitory.

5. Resident Management & Welfare

  • Handle resident complaints, disputes, and feedback in a timely and professional manner.

  • Ensure proper orientation for new residents on dormitory rules and safety guidelines.

  • Promote a safe, respectful, and disciplined living environment.

  • Manage disciplinary cases and enforce house rules when necessary.

6. Vendor & Stakeholder Management

  • Coordinate with external vendors for maintenance, cleaning, catering (if applicable), and facility services.

  • Evaluate vendor performance and ensure service level compliance.

  • Liaise with government authorities, auditors, and regulatory bodies during inspections or audits.

7. Compliance & Reporting

  • Ensure full compliance with local authority requirements (e.g. MOM/FEDA guidelines or relevant housing regulations).

  • Prepare operational reports, occupancy reports, incident reports, and maintenance updates.

  • Support audits and inspections with accurate documentation and records.

8. Budget & Resource Management

  • Assist in managing operational budgets for dormitory facilities and services.

  • Monitor cost efficiency in maintenance, utilities, and service contracts.

  • Ensure optimal utilization of resources and supplies.

Key Requirements

  • Diploma in Facilities Management, Hospitality, Property Management, or related field.

  • Minimum 3 years of experience in dormitory management, facilities management, or large-scale accommodation operations.

  • Strong knowledge of building maintenance systems, safety regulations, and dormitory operations.

  • Experience managing contractors, vendors, and multi-disciplinary teams.

  • Good leadership, problem-solving, and communication skills.

  • Ability to work under pressure and handle operational emergencies.

  • Familiarity with regulatory requirements for worker accommodation (advantage).
