Contracts Manager (QS, Public Sector Organization)

Join our client, an established and growth-oriented organization within the public sector who is currently seeking a Contracts/QS Manager to oversee procurement, contract administration, and vendor performance across a portfolio of residential estates. What you will do    

• Manage end-to-end procurement processes (tendering, evaluation, contract award)
• Draft, review, and administer contracts while monitoring contract performance
• Ensure compliance with procurement policies, governance frameworks, and relevant regulations
• Oversee quotation and tender exercises for estate services such as cleaning, landscaping, pest control, and repairs.
• Oversee vendor performance, including KPIs, SLAs, and contract renewals
• Handle contract variations, disputes, and stakeholder coordination
• Oversee estate maintenance, upgrading, and improvement projects
• Monitor project timelines, budgets, quality, and safety compliance
• Track costs, evaluate claims, and support budget control
• Identify risks and recommend process improvements

What you will need

• Bachelor’s degree in Business Administration, Quantity Surveying, Engineering, or Procurement
• Minimum 7 years of relevant experience in contract management, procurement or project management from the public sector or construction field
