Job Description - Energy Marshall (Data Centre)

Onsite works execution

  • Ensure compliance with all relevant electrical safety regulations, standards, and procedures.
  • Be authorized by the appropriate regulatory body or organization to carry out electrical duties within designated areas, such as Switching and Earthing of MCB, MCCB, ACB, VCB.
  • Conduct regular risk assessments of electrical systems andequipment to identify potential hazards and implement appropriate control measures.
  • Act as the coordinator for the Electrical Safe System of Work (ESSW), including managing lockout-tagout procedures for electrical circuit breakers, issuing permits, and ensuring that all electrical work is conducted in accordance with established procedures and safety protocols.
  • Issue permits for electrical work within the ESSW, ensuring that proper procedures are followed and that all necessary safety precautions, including lockout-tagout, are in place.
  • Oversee the implementation of lockout-tagout procedures, ensuring that energy sources are properly identified, isolated, discharged, verified as safe, and tagged to prevent accidental energization during maintenance or repair activities.
  • Provide supervision and oversight for electrical work being performed by others to ensure it is done safely and in accordance with approved method statements and regulations.
  • Provide training and guidance to personnel working with electrical equipment, including permit to work and lockouttagout training, and ensure they understand the risks and controls outlined in the ESSW.
  • Coordinate and respond to electrical emergencies within the ESSW framework, such as power outages or equipment failures, to minimize risks and ensure the safety of personnel and property.
  • Conduct regular inspections of electrical systems and equipment within the ESSW framework, including verification of lockout-tagout procedures, to identify any issues or deficiencies that may pose a safety risk.
  • Maintain accurate records of all electrical work conducted under the ESSW, including permits and lockout-tagout registers, to ensure compliance and facilitate accountability. Promote a culture of electrical safety within the organization specifically related to the ESSW and effective lockout-tagout implementation, through training, awareness campaigns, and regular communication.
  • Coordinate with other departments or organizations involved in works within the ESSW framework, to ensure a collaborativeand cohesive approach to safety management.
  • Continuously review and improve electrical safety processes and procedures, based on feedback, incident investigations, and industry best practices.
  • Liaise with the Safety Manager to assist in the development and implementation of emergency procedures for electrical incidents, including evacuation plans, communication protocols, and first aid measures.
  • Report any incidents, near misses, or safety concerns related to unsafe electrical work conducted under the ESSW to the appropriate stakeholders for investigation and follow-up.
  • Handling Electrical system up to 33KV includes safe operation and isolation of switchgears, transformers and other related systems in the substations and production floor.
  • To carry out all duties of a BO Chargeman 33KV as specified under the Electrical Act and Regulation (Energy Commission).
  • To carry out periodic inspections and monitoring for HT and LV switchboards, bus-ducts, transformers, switchgears and TNB supply.
  • To maintain accurate records of the condition of the abovementioned equipment with monthly reports to the Electrical Engineer.
  • Liaison with relevant government authorities on inspection and compliance issues.
  • Maintain a list of contractors and consultants and carry out their performance evaluation on maintenance checks.
  • To establish, manage, implement and monitor an Electrical Safe System of Work for Electrical Installations on the project.
  • Ensure that all PTW, and other relevant records and documentation are maintained and filed appropriately
  • Adequately train all personnel, employees and specialist subcontractors who will come into contact or be involved with this PTW system in any capacity.
  • Manage the PTW team to ensure that all PTW submissions are issued timeously and as required by the project program and commissioning requirements.
  • Maintain up to date ‘as-built’ schematics / layout drawings and information to identify on an ongoing LOTO / PTW tasks.
  • Maintain/ update PTW register and follow up with contractors where elements left open.
  • Basis the status of energisation of the electrical plant equipment and systems on the project.
  • Ensure that all PTW submissions are approved in strict accordance with the guidelines noted as per project approved ESSW which includes Standard Operating Procedure, Permit to Work Procedure and Application of Permit-to-Work and Lock-Out Tag-Out Systems
  • Perform regular inspections and audits of the PTWs issued onsite to ensure that the PTW requirements are being strictly adhered to.
  • To ensure and/or advise the Project Leader that those nominated to him for approval and appointment as Authorised Persons (AP) are suitably qualified to act in the role, i.e. ensure that Issue energization notice to all parties involved.
  • Preparation, Issue, Review and Approve the following documents in according to project ESSW requirements such as Permit-to-Work, Construction Method Statement, Construction risk assessment and Job Hazard Analysis.
  • Conduct trainings to internal staff members, all contractors and sub-contractors on the job with native language

HSE

  • Understand the HSE requirements based on LA internal framework local regulations and contractual obligations
  • Communicate the same to subordinates and subcontractors, and monitor compliance on an on-going basis
  • Report non-compliance issues to the supervisor; Take corrective action as directed
  • Participate in safety walks with the team, as scheduled

Requirement

  • Degree/Diploma in Electrical or Building Services Engineering or Licenced Electrical Worker (LEW) of appropriate grade.
  • Good command in English language skills.
  • Competent in the use of PC applications (Microsoft Office suit or equivalent).
