Health, Safety and Environmental (HSE) Officer

Job Description:

RB Tech & Engineering Pte Ltd is seeking an experienced and dedicated Health, Safety and Environmental (HSE) Officer to oversee workplace safety, health, and environmental compliance for construction projects. The successful candidate will ensure compliance with the Workplace Safety and Health (WSH) Act, MOM regulations, and company safety policies while promoting a strong safety culture across all project sites.

Key Responsibilities:

• Ensure compliance with WSH Act, MOM regulations, and company safety policies.

• Conduct regular site safety inspections and identify unsafe conditions and work practices.

• Prepare and review Risk Assessments (RA), Safe Work Procedures (SWP), and Method Statements.

• Conduct toolbox meetings and safety briefings for workers and subcontractors.

• Investigate accidents, incidents, and near misses, and prepare investigation reports with corrective and preventive actions.

• Monitor the proper use of Personal Protective Equipment (PPE).

• Coordinate with clients, consultants, subcontractors, and relevant authorities on safety matters.

• Maintain safety records, inspection reports, permits, and statutory documentation.

• Support internal and external audits, including ISO 45001 and bizSAFE requirements.

• Promote continuous improvement in workplace safety and environmental practices.

Requirements:

• Diploma or Degree in Workplace Safety & Health, Environmental Engineering, or a related discipline.

• Registered Workplace Safety and Health Officer (WSHO) with MOM (preferred).

• Minimum 10 years of relevant HSE experience in the construction industry.

• Good knowledge of the WSH Act, Environmental Public Health Act, and MOM regulations.

• Experience in conducting site inspections, incident investigations, and risk assessments.

• Familiar with ISO 45001 and bizSAFE management systems.

• Good communication and interpersonal skills.

• Able to work independently and manage multiple construction projects.

• Proficient in Microsoft Office applications.

• Valid Class 3 driving license is an added advantage.
