Job Objectives/Job Summary:
As Planning Engineer/Senior Planning Engineer, he/she has to plan, develop, manage, monitor / track and report any project that is construction based. He/she has the duty of preparing, measuring, reporting, etc. the construction program and ensures that the plans are implemented successfully in an effective and efficient way.
Responsibilities/Duties:
Provide a detailed schedule using MS Project for the construction works based on the requirements, constraints & deadlines for various projects; prepare and manage overall master schedule integrating work breakdown structure using scheduling software
Comply with all scheduling requirements as set out in the project requirements and specifications.
Provide a schedule baseline, & re-baseline as required.
Understand how building / civil engineering projects work; use this knowledge to build a workable & realistic schedule.
Understand work scope, quantity and familiar with logical sequences in terms of engineering, manufacturing and construction disciplines.
Conduct field scoping to clarify scope as required
Understand WBS structure and work with management and project team in the development of work break down structure for progress measurement, scheduling, cost estimating and project control; use a sensible Work Breakdown Structure (WBS) & allocate all activities & milestones to the WBS.
Provide a detailed list of activities & milestones & link them with appropriate logic.
Allocate resources & cost loads the schedule in order to produce histograms.
Update the schedule with actual progress (& actual start/finish dates) weekly, and revise the schedule with more/better detail as it becomes available.
Provide schedule reports, including progress updates of in gantt chart view, and resource/cost histograms, as and when required.
Assign an agreed set of activity codes to all tasks, so that appropriate filtering of the schedule can be undertaken.
Know the project scope & high level work tasks/sequencing.
Provide / prepare look-ahead schedules and rolling programmes to the Project Manager(s), key site personnel & sub-contractors.
Monitor the progress of work against the baseline schedule & preparation of weekly & monthly client & management reports.
Ensure that the critical path of the project is agreed with the Project Manager(s) at the commencement of the project, & is understood by all key site personnel including to advise of any changes to the critical path.
Advise the Project Manager(s) & any key site personnel, of any major slippages in the works, particularly those affecting key/interim milestones.
Suggest ways to recover from delays in the project, & ways to accelerate if required.
Prepare method statement, design / construction plans and specifications when required.
Liaise with the stakeholders (e.g. clients, authorities, consultants, etc.) on permits, drawings and design matters when required.
Develop projected milestone and operational plans for different phases of the project which includes scheduling, monitoring and reviewing of the work of others.
Determine project requirements and estimate resources such as manpower, materials and equipment, etc.
Ensure that site works are executed accordingly based on approved detailed drawings, interpreted plans and requirements of relevant authorities, etc.
Ensure project meets dateline/schedule, safety & quality standards of client’s requirement.
Understand contractual matters, earn value method, familiar with scope management and change control; support contract administration and construction inspection by reviewing final plans, specifications, special conditions and agreements.
Support in tendering process including to prepare technical write-up / submission / presentation, etc.
Any other duties as assigned / ad-hoc assignments.
Job Specifications/Requirements:
Preferably with Bachelor Degree in Civil/Structural Engineering/Building Management
Diploma in Architecture/Civil/Structural Engineering/Building Management will be considered
Must have relevant experiences in overall project planning, programming, reporting tracking & monitoring of construction works using relevant software; i.e MS Project, S-curves, etc.
Preferably with working experience in Additions & Alterations (A&A) works in commercial building upgrading project
Must have comprehension for written or verbal graphic instructions.
Must possess good communication skills.
Relevant site experiences.
Knowledge in Microsoft office (Project, Word, Powerpoint, etc.).
Experience and knowledge in Primavera is an added advantage.
Must able to use AutoCad / BIM softwares
Must have ability to write / understand engineering drawings and reports.
Able to work independently with minimum supervision.
Able to work under pressure with high initiative.
Must be able to work in construction site / office environment.
Selected candidates would have the opportunity to work islandwide projects located in Singapore.
