Project Manager (HDB – MSCP / HIP / ELUP / Main Contractor / A&A)

Role Overview

Our client is a BCA-registered General Builder with a consistent pipeline of HDB upgrading and improvement projects.
They are looking for a Project Manager to take full site and commercial ownership of HDB projects, particularly MSCP Improvement Works, HIP and ELUP.

Key Responsibilities

• Manage end-to-end execution of HDB projects from planning to handover.

• Lead site teams and subcontractors, ensuring productivity, safety, and quality.

• Control budget, progress claims, variations, and cost exposure.

• Resolve technical, construction, and coordination issues on active sites.

• Ensure compliance with HDB / BCA requirements, inspections, and documentation.

• Prepare progress, coordination, and management reports.

• Drive a disciplined site safety and performance culture.

Requirements

• Diploma/Degree in Civil Engineering, Building, or Construction Management.

• 3–5 years’ proven experience managing HDB works, including:

  • MSCP Improvement Works

  • HIP

  • ELUP / Lift Upgrading

• Strong working knowledge of HDB procedures and authority interfaces.

• Able to manage multiple stakeholders, tight schedules, and resident-occupied environments.

• Confident in subcontractor management and site decision-making.

• Design for Safety / CPM / RES certification is an advantage.
