Job Description - Purchaser cum Admin Executive

The Purchaser Cum Admin is responsible for supporting procurement and administrative functions to ensure the smooth operation of construction projects and office activities. The role involves preparing Request for Quotations (RFQs) and quotation evaluations, processing Purchase Requisitions (PRs) and Purchase Orders (POs), following up on deliveries, maintaining purchasing records, and providing general administrative support to project and office teams.

Key Responsibilities

Procurement Function

  • Source and obtain quotations from suppliers and subcontractors in accordance with company procurement procedures.
  • Prepare quotation evaluations for management review and approval.
  • Prepare and issue POs, and ensure timely delivery of goods and services.
  • Coordinate with project teams, site personnel, suppliers, and subcontractors on procurement requirements.
  • Liaise with suppliers to resolve delivery, quality, pricing and invoice-related issues.
  • Maintain supplier database and purchasing records.
  • Ensure procurement activities comply with company policies, procedures, and internal controls.
  • Perform supplier evaluation
  • Support inventory and material management activities when required.

Administrative Functions

  • Maintain proper filing and documentation of procurement, project, and administrative records.
  • Prepare and manage correspondence, reports, and administrative documents.
  • Manage office supplies and coordinate administrative support services.
  • Maintain accurate records of contracts, warranties, and supplier documentation.
  • Assist in data entry, report generation, and ERP system maintenance.
  • Support ERP implementation, process improvement, and digitalization initiatives.
  • Provide administrative support to management and project teams.
  • Perform other ad-hoc duties and assignments as assigned by management.

Role Requirements

  • Diploma or Degree in Business Administration, Supply Chain Management, Procurement, Engineering, Construction Management, or related disciplines.
  • Minimum 1–3 years of relevant purchasing and administrative experience, preferably in the Construction or Engineering industry.
  • Knowledge of procurement processes, supplier management, and contract administration.
  • Familiarity with construction materials, equipment, and project procurement processes will be an advantage.
  • Proficient in Microsoft Office applications, particularly Excel, Word, and Outlook.
  • Experience in ERP systems will be an added advantage.
  • Strong negotiation, communication, and interpersonal skills.
  • Good organizational skills with the ability to manage multiple priorities and deadlines.
  • Detail-oriented, proactive, and able to work independently in a fast-paced environment.
  • Project Location: Changi Airport area
