Quality Assurance/ Quality Control Engineer

This role reports to the Operation Manager / Project Manager / Plant Manager

Job Scopes:

• To ensure all precast concrete products are manufactured in accordance with project specifications, approved drawings, statutory requirements, client requirements, and company quality standards. The QA/QC Engineer shall oversee quality control activities from incoming materials, production processes, product inspections, testing, documentation, and final product release.

Key Responsibilities

1. Quality Management System (QMS)

• Implement and maintain the Company's Quality Management System (ISO)
• Ensure compliance with approved quality procedures, work instructions, and inspection plans.
• Prepare, review, and update quality-related documents and records.
• Participate in internal and external quality audits.
• Support continuous quality improvement initiatives.

2. Incoming Material Testing & HDB Approved Material

• Inspect and verify incoming construction materials including:
  - Cement
  - Aggregates
  - Reinforcement bars and mesh
  - Embedded items
  - Lifting anchors and accessories

• Review suppliers' certificates and test reports.
• Maintain material traceability records.
• Coordinate material testing where required.

3. Non-Conformance and Corrective Actions

• Raise Non-Conformance Reports (NCRs) for quality deviations.
• Investigate root causes of defects and non-conformities.
• Propose corrective and preventive actions.
• Monitor implementation and effectiveness of corrective actions.
• Maintain NCR and defect tracking records.

4. Documentation and Reporting

• Maintain quality records including:
  - Inspection reports
  - Material records
  - Cube test reports
  - Calibration records
  - NCR records
  - Repair records

• Prepare weekly and monthly quality reports.
• Maintain product traceability and production records.

5. Client, Consultant and Authority Coordination

• Prepare Bi-Annual Report submission to HDB
• Prepare and submit monthly production volume to HDB
• Prepare MOS

6. Certification Audit & Renewal

• ISO 9001, ISO45001, ISO46001 & ISO 50001
• CES Plants SCI PAS & MAS
• CARES
• SGBP
• HDB Plant Listing
• BCA BLS & CRS

Requirements (Qualification & Experience):

• Diploma or Degree in Civil Engineering, Construction Management, Building Engineering, or related discipline.
• Minimum 2 years of relevant QA/QC experience in precast concrete manufacturing or construction industry.
• Experience in precast production and quality inspections is preferred.
• Knowledge of precast concrete production processes.
• Familiarity with HDB, BCA, and Singapore construction requirements.
• Understanding of ISO.
• Ability to interpret structural and shop drawings.
• Knowledge of concrete testing and inspection procedures.
• Strong analytical and problem-solving skills.
• Good communication and coordination abilities.
• Proficient in Microsoft Office applications.
• Ability to work independently and manage multiple tasks.

Working Location

• Tuas, Singapore
• Site visits may be required as and when necessary
