Quantity Surveyor (West/Consultancy/Hybrid)

Job Responsibilities

Pre-Contract

• Prepare project cost estimates, cost plans, and budget controls

• Develop tender documents and conduct value engineering exercises

• Manage contract documentation and other pre-contract activities

Post-Contract

• Assess and recommend progress payment valuations

• Evaluate variations and negotiate settlement of variation claims with contractors

• Finalize account settlements and manage related post-contract functions

Contract & Claims Management

• Provide contractual advice to project teams

• Manage and resolve contractual claims, with strong understanding of PSSCOC conditions of contract

Project Portfolio

• Independently handle 2-3 local Singapore projects concurrently, across different stages (pre- and post-contract)

• Project types include institutional, data centre, and public sector developments, covering both building and M&E (mechanical & electrical) services works

General

• Undertake additional duties as assigned by the Division

Job Requirements

• Bachelor's Degree in Quantity Surveying, Building, or a related field from a recognized university

• Minimum 3 years of relevant working experience

• Well-versed with PSSCOC (Public Sector Standard Conditions of Contract)

• Candidates from A1-graded main contractors are welcome to apply

• Experience in institutional, data centre, or public sector projects preferred

• Sound knowledge of Singapore building codes and regulations

• Strong planning, organizational, and supervisory skills

• Excellent communication skills and a collaborative team player
