Resident Engineer

The client provides Resident Engineer (RE), Resident Technical Officer (RTO), and Professional Engineer (PE) supervision services, project management consultancy, structural investigations, periodic structural inspections, and facade inspections.

Job Summary

As a Resident Engineer, you will lead site teams to supervise construction, ensuring design accuracy, safety, and compliance with contract specifications. You will drive project success by coordinating contractors, managing contracts, and maintaining high-quality standards throughout the project lifecycle.

Responsibilities

• Lead site supervision for Civil, Structural, and miscellaneous infrastructure works to ensure compliance with design documentation and safety standards
• Direct and support Resident Technical Officers (RTOs) in executing daily site supervision tasks effectively
• Coordinate with contractors to manage work schedules, monitor progress, enforce quality control, and uphold site safety requirements
• Liaise and collaborate with relevant authorities and local communities to facilitate smooth on-site operations
• Administer contracts by evaluating progress payment claims, variations, and extension of time requests to ensure contractual compliance
• Monitor contractor work to verify alignment with approved drawings, specifications, construction methods, and schedules
• Review and assess contractor submissions, including materials, suppliers, and construction methodologies, to maintain project standards
• Coordinate activities among multiple contractors on-site to optimize workflow and minimize conflicts
• Prepare and deliver regular progress reports and feedback to the Consultant, recommending improvements related to safety, supervision, security, construction, and maintenance
• Fulfil duties as the Qualified Person (QP) representative according to Building and Construction Authority (BCA) regulations, reporting to the project QP and Engineers

Required competencies and certifications

• Degree in Civil or Structural Engineering or equivalent accreditation recognized by the Professional Engineers Board (PEB) Singapore
• Registration as a Resident Engineer accredited by the Institution of Engineers Singapore (IES) or the Association of Consulting Engineers Singapore (ACES)
• Registration with IES/ACES and a minimum of 2 years experience supervising civil/structural works
• 3-5 years of site supervision experience as a Resident Engineer, preferably with HDB/LTA project experience
• Thorough knowledge of Building and Construction Authority (BCA) regulations, government contract documents, and BCA reporting requirements
• Proficiency in MS Word, Excel, and Project for project updates and reporting
• Familiarity with local codes and regulations
• Effective communication and interpersonal skills

Preferred competencies and qualifications

• Prior experience working on HDB or LTA projects

• Full-time position based in Singapore
• Contract period of up to 24 months
