Resident Technical Officer

We are looking for an experienced Civil & Structural Resident Technical Officer (C&S RTO) to join our project team in Singapore for an HDB project.

Job Responsibilities

The C&S RTO will be responsible for site supervision and inspection of structural works in accordance with approved drawings, specifications, regulatory requirements, and instructions from the Qualified Person / Professional Engineer.

Key duties include:

• Supervise and inspect civil and structural works on site
• Ensure works comply with approved structural drawings, specifications, BCA requirements, and HDB project requirements
• Monitor contractors’ work progress, workmanship, quality, and safety compliance
• Conduct inspections for rebar, formwork, concreting, precast installation, structural works, and other C&S works
• Maintain proper site records, inspection reports, progress updates, and photographic records
• Coordinate with QP, PE, consultants, contractors, and site personnel
• Report non-compliance, defects, unsafe work, or site issues promptly
• Attend site meetings and assist in resolving technical and site coordination matters

Requirements

• Diploma / Degree in Civil Engineering, Structural Engineering, or related discipline
• IES/ACES accredited C&S RTO preferred / required
• Minimum 3 years’ relevant HDB project experience
• Relevant site supervision experience in building / residential / public housing projects
• Familiar with HDB project procedures, BCA regulations, approved drawings, site inspection procedures, and construction practices
• Able to work independently and communicate effectively with consultants and contractors
• Able to start work at site as required
