RESIDENT TECHNICAL OFFICER (M&E)

Responsibilities

• Carry out continuous on-site supervision in accordance with instructions from the Resident Engineer, Consultants, and Client representatives.

• Verify and inspect materials delivered to site to ensure full compliance with approved submissions, technical specifications, and project standards.

• Execute testing, inspection, and performance assessments of mechanical ventilation systems in line with design intent, including integrated services testing under fire mode conditions.

• Identify M&E-related risks and non-conformances early, propose effective engineering solutions, and implement corrective measures to maintain regulatory and contractual compliance.

• Participate in daily coordination meetings and conduct joint site inspections with clients, consultants, and contractors.

• Review testing and commissioning methodologies and programmes; witness on-site and off-site M&E testing activities, including factory acceptance tests where applicable.

• Perform factory acceptance inspections for high-voltage switchgear and Variable Frequency Drive (VFD) panels prior to site installation.

• Supervise and verify testing, commissioning, and performance validation of addressable fire detection and alarm systems.

• Establish, maintain, and manage comprehensive records of inspections, tests, correspondence, and M&E documentation, including proper updating of as-built drawings and records.

Requirements

• Diploma or Bachelor’s Degree in Mechanical or Electrical Engineering, or an equivalent recognized qualification.

• At least 5 years of relevant professional experience in M&E supervision, inspection, or engineering support roles.

• Strong working knowledge of local statutory requirements, codes of practice, and building regulations.

• Accredited by IES as an M&E Resident Technical Officer (RTO) with a valid practising certificate.

• Flexible to undertake rotating shifts and Sunday duties when operationally required.

• Prior experience on HDB, building, infrastructure, airport (CAG), or Defence (DSTA) projects will be considered an advantage.
