Risk Management Facilitator

About the Role

The Risk Management Facilitator (RMF) leads the end-to-end preparation and submission of civil design and construction safety documentation for LTA-regulated infrastructure projects. This role is central to project safety compliance — representing the project team at regulatory review meetings, driving risk analysis throughout the project lifecycle, and ensuring alignment with LTA safety requirements at every stage.

Key Responsibilities

• Lead and manage the end-to-end preparation of Civil Construction Safety Submissions (CNSS), Civil Design Safety Submissions (CDSS), and Project Safety Reviews (PSR)
• Represent the project team at LTA's Project Safety Committee Meetings (PSCM), presenting and defending CNSS submissions for regulatory review and approval
• Conduct comprehensive risk analysis, monitoring, and reporting throughout the project lifecycle to ensure compliance and proactive hazard management
• Prepare, compile, and submit all required documentation pertaining to Civil Design Safety, Construction Safety, and Project Safety Reviews to LTA in accordance with stipulated timelines and standards
• Facilitate and lead Risk Management Meetings and presentations with LTA stakeholders, ensuring alignment on safety requirements and mitigation strategies

Job Requirements

• Degree in Civil Engineering from a recognised university
• Minimum 8–10 years of relevant work experience in heavy civil engineering works and structural design
• Strong grasp of end-to-end construction processes, methodology, and technical expertise
• Sound working knowledge of safety and health practices in the construction industry
• Proven track record in the design and construction management of transit or rail projects
• Team player with a collaborative approach
• Strong work ethic and integrity
