Job Description - Site Quantity Surveyor

About the Role

We are seeking an experienced Project QS Manager / Senior Quantity Surveyor (SQS) to oversee cost control, contract administration, claims management, and the maximization of project profitability while mitigating commercial and contractual risks. This is a site-based position involving assignments at thermal power plant projects across Asia and Africa. The successful candidate will work closely with project teams and play a key role in the day-to-day execution of power plant and industrial projects.

Key Responsibilities

Contract Administration

  • Review and administer main contracts, subcontracts, and purchase orders.

  • Ensure compliance with contractual obligations and project requirements.

  • Identify and manage contractual risks, liabilities, and opportunities.

  • Provide contractual advice to project teams and management.

Cost Control & Financial Management

  • Prepare and monitor project budgets, forecasts, and cost reports.

  • Track project costs against approved budgets and identify variances.

  • Monitor project cash flow, revenue recognition, and profitability.

  • Implement cost-saving initiatives and value engineering opportunities.

Progress Claims & Payment Management

  • Prepare and submit progress payment applications to clients.

  • Assess, certify, and process subcontractor and supplier payment claims.

  • Monitor accounts receivable and support the collection of outstanding payments.

  • Manage retention sums, variation claims, and final account settlements.

Variations, Claims & Dispute Management

  • Identify, quantify, and negotiate variation orders and change requests.

  • Prepare extension of time (EOT) and additional cost claims.

  • Maintain comprehensive records to support claims and commercial entitlements.

  • Assist in dispute resolution, mediation, adjudication, or arbitration processes.

Procurement & Subcontract Management

  • Support tendering and procurement activities.

  • Assist HQ Procurement in tender evaluations and commercial comparisons.

  • Negotiate subcontract terms and commercial conditions.

  • Manage subcontract performance and final account negotiations.

Commercial Reporting

  • Prepare monthly commercial and project performance reports.

  • Monitor key commercial indicators, including:

  • Budget versus actual costs

  • Cash flow reports

  • Variation and claims status

  • Accounts receivable ageing

  • Highlight commercial risks and recommend mitigation measures.

Risk Management

  • Identify commercial and contractual risks associated with projects.

  • Maintain project risk registers relating to cost, contract, and payment matters.

  • Develop mitigation and recovery strategies.

  • Support management in commercial decision-making.

Team Leadership (For QS Manager)

  • Lead and supervise project QS and commercial staff.

  • Allocate workloads and review team deliverables.

  • Mentor and develop junior quantity surveyors.

  • Establish commercial management processes and best practices.

Requirements

  • Bachelor's degree or diploma in Quantity Surveying, Construction Management, or a related discipline.

  • Minimum 5–8 years of relevant QS experience, preferably with on-site exposure to power plant or industrial projects. For QS Manager positions, at least five years of management experience is required.

  • Familiarity with EPC contracts and standard forms of contract, such as FIDIC.

  • Strong understanding of quantity measurement, cost control, variation management, and claims administration.

  • Good communication, negotiation, and coordination skills.

  • Detail-oriented, well-organized, and able to work effectively in a site environment.

  • Willingness to travel internationally and undertake long-term site assignments across Asia and Africa.

  • Proficiency in Mandarin would be an advantage, as the role may require liaison with Mandarin-speaking stakeholders.
