Workplace Safety & Health Officer cum Environmental Control Officer

Job Description

We are looking for a responsible and experienced Workplace Safety and Health Officer cum Environmental Control Officer to oversee workplace safety, health and environmental compliance at our project sites in Singapore.

The WSHO cum ECO will work closely with the Project Manager, construction team, subcontractors and management to ensure that site activities are carried out safely and in compliance with Singapore WSH and environmental requirements, client requirements, approved risk assessments, safe work procedures and company procedures.

Roles and Responsibilities

The WSHO cum ECO shall be responsible for the following:

1. Implement and maintain the project Workplace Safety and Health Management System and environmental control measures at site.

2. Advise the Project Manager and site team on WSH and environmental requirements, including applicable legal, client and company requirements.

3. Conduct regular site inspections to identify unsafe acts, unsafe conditions, environmental non-compliance and areas for improvement.

4. Review and advise on Risk Assessments, Safe Work Procedures, Method Statements and Permit-to-Work controls for site activities.

5. Monitor high-risk activities such as work at height, lifting operations, excavation, traffic management, hot works, confined space work and plant/equipment operation.

6. Conduct or coordinate WSH induction, toolbox meetings, safety briefings and environmental awareness briefings for site personnel and subcontractors.

7. Investigate incidents, accidents, dangerous occurrences, near misses and environmental incidents, and follow up on corrective and preventive actions.

8. Maintain proper WSH and environmental records, including inspection records, training records, PTW records, audit records, incident reports and environmental control records.

9. Coordinate with subcontractors to ensure compliance with site WSH and environmental requirements.

10. Prepare for and support WSH and environmental audits, client inspections and authority inspections.

11. Monitor site environmental matters such as housekeeping, vector control, earth control measures, silt control, waste management, noise, dust, water discharge and pollution prevention measures.

12. Liaise with relevant authorities, client representatives, consultants and project stakeholders on WSH and environmental matters when required.

13. Stop or highlight unsafe or environmentally non-compliant work where necessary and advise the site team on required corrective actions.

14. Carry out any other WSH or environmental duties assigned by management.

Requirements

1. Registered Workplace Safety and Health Officer with MOM.

2. Registered Environmental Control Officer with NEA, preferably for Specified Construction Sites.

3. Relevant experience in construction, civil engineering, infrastructure, road works or building works.

4. Good knowledge of Singapore WSH requirements, Risk Assessment, Permit-to-Work system and site safety management.

5. Familiar with construction site environmental control requirements such as vector control, earth control measures, noise, dust, waste and water pollution prevention.

6. Able to communicate effectively with project team members, workers, subcontractors, clients and authorities.

7. Responsible, firm, practical and able to work independently in a site environment.

8. Experience in LTA projects, civil engineering works, road works, drainage works, excavation, lifting operations or traffic management will be an added advantage.

· Firm but fair when dealing with unsafe acts or non-compliance.

· Able to maintain proper records and prepare reports when required.

· Proactive in promoting a positive WSH and environmental culture.

Working Arrangement

· 5-day and alternate Saturday work week, depending on project requirement.

· Site-based role.

· May be required to work on weekends or public holidays, depending on project requirements. Off-in-lieu will be granted for such work in accordance with company policy.
