Job Description - Head of Community Engagement

The Head of Community Engagement will lead the outreach arm of the SPCA, with a strong emphasis on strengthening and diversifying sustainable fundraising streams, while driving meaningful community outreach that creates awareness and leads to actionable change to improve animal welfare in Singapore.

Job Requirements:

  • Oversee a team managing SPCA Singapore’s communications, merchandising, volunteer engagement, fundraising, digital engagement, education, and advocacy efforts.
  • Work closely with the Deputy Executive Director to develop integrated communication, outreach, and fundraising strategies that drive public engagement, inspire behavioral change, and build sustained support.
  • Develop and provide recommendations on the overall Community Engagement budget, ensuring alignment with both fundraising goals and outreach impact, in consultation with the Deputy Executive Director.
  • Monitor budget utilisation across all community engagement efforts, ensuring prudence while maximizing both community impact and fundraising outcomes.
  • Conduct research to identify new trends, opportunities, and pertinent animal welfare issues, translating these into impactful campaigns that raise awareness, influence responsible behavior's, and unlock fundraising opportunities.
  • Drive and strengthen SPCA’s fundraising capabilities, including developing new revenue streams, donor engagement strategies, and partnerships, while ensuring these efforts are grounded in strong community engagement and advocacy.
  • Conceptualize and implement innovative programmers and campaigns that deepen engagement with the community, empower individuals to take action, and contribute to improved animal welfare outcomes.
  • Oversee the Community Engagement team, managing performance and KPIs with a dual focus on outreach effectiveness, community impact, and fundraising growth.
  • Work closely with the Publicity, Fundraising and Merchandise sub-committees to strengthen SPCA’s community engagement strategy, expand outreach, and enhance fundraising performance through new initiatives.
  • Proactively engage and build partnerships with volunteers, donors, stakeholders, and community groups to broaden SPCA’s reach, amplify advocacy efforts, and grow its support base.
  • Lead and manage crisis communications, ensuring timely, accurate, and sensitive responses to incidents, while safeguarding SPCA’s reputation and maintaining public trust.
  • Build, maintain, and navigate relationships with government authorities and regulatory bodies, with familiarity in engaging on policy matters, compliance, and sector developments relevant to animal welfare.
  • Perform ad-hoc duties as assigned.
  • Provide support for ad-hoc events and SPCA-led initiatives as required, including those with both outreach and fundraising objectives.

Job Requirements:

  • Minimum Degree in Communications, Public Relations, Non-Profit Management, or a related field.
  • At least 8 years of working experience in a leadership or managerial role within community engagement, public outreach, fundraising, or the non-profit sector.
  • Demonstrated experience in fundraising, including developing donor strategies, managing fundraising campaigns, and/or building partnerships and revenue streams.
  • Proven team management and people leadership skills.
  • Strong ability to lead cross-functional teams, work collaboratively, and inspire team performance.
  • Excellent written and verbal communication skills in English.
  • Detail-oriented, highly organised, and able to manage multiple priorities independently.
  • Strong customer service orientation and stakeholder relationship management skills, including engagement with donors, partners, and the wider community.
  • Experience working with animals o in the animal welfare sector is an advantage but not required.
  • Passion for animal welfare.
