ABOUT THE ROLE

Join our client's exciting Digital Transformationjourney as they embrace a modern, product-centric approach to delivering impactful digital services for citizens, businesses, volunteers, and officers. As a founding member of the first multi disciplinary product team, you will play a key role in shaping the organisation's design culture, driving innovation,and creating user-centred digital solutions. This is a unique opportunity for ahands-on design leader who thrives on building from the ground up and influencing meaningful organisational change. As the Design Lead, you will establish and scale human-centred design as a core capability within the organisation.

You will ensure that product teams focus on solving the right problems before developing solutions, delivering digital products that provide intuitive, accessible, and meaningful user experiences.

At a strategic level, you will help embed user-centred design and product discovery practices across the organisation. On a day-to-day basis, you will collaborate closely with users, business stakeholders, Product Managers, and Engineers to understand business challenges, validate assumptions, and deliver high-impact digital solutions that support organisational objectives.

JOB DESCRIPTION

1.      Founding Design Leadership

  • Serve as the founding design leader within organisation’s first product team.
  • Partner closely with the Product Lead and Engineering Lead to establish the team's operating model, ways of working and delivery practices.
  • Help define how design contributes to discovery, prioritisation, delivery and product decision-making.
  • Create reusable design practices,frameworks and standards that future organisation product teams can adopt.
  • Play a key role in shaping Organisation long-term product and design capability.

2.      Design Vision and Product Strategy

  • Define and communicate a clear design vision aligned with user needs, product strategy and organisational outcomes.
  • Influence product direction bybringing deep customer understanding into strategic decisions.
  • Ensure user needs, operational realities and business goals are represented through out product planning and prioritisation.
  • Help shape product strategy throughresearch, synthesis and evidence-based recommendations.
  • Work closely with Product and Engineering counterparts to ensure design, technology and business goals are aligned.

3.      User Research and Discovery

  • Lead discovery activities to deeply understand user behaviours, motivations, pain points and unmet needs.
  • Personally plan and conduct interviews, contextual inquiries, usability studies, field observations and co-creation workshops.
  • Develop and execute both qualitative and quantitative research approaches.
  • Synthesise findings into action able insights, opportunity areas and product recommendations.
  • Validate assumptions and ensure solutions are grounded in evidence before significant investments are made.
  • Lead end-to-end product discovery activities, establish user-centred discovery practices, and foster astrong product discovery culture to support the successful delivery of digital products.

4.      Service Design and Systems Thinking

  • Apply service design and systems-thinking methodologies to understand complex ecosystems, user journeys and operational processes.
  • Map relationships between citizens,businesses, volunteers, officers, systems, vendors and policies.
  • Identify opportunities to redesign services and improve end-to-end user experiences.
  • Connect seemingly unrelated touch points into coherent service experiences.
  • Help the organisation move beyond digitising processes toward reimagining how services are delivered.

5.      Product,UX and Interaction Design

  • Translate complex business, policy and operational requirements into intuitive experiences and workflows.
  • Create service blueprints, journeymaps, wireframes, prototypes and high-fidelity designs.
  • Design both customer-facing and operational experiences within a unified framework.
  • Work closely with engineers to ensure design intent is successfully delivered.
  • Continuously test and iterate solutions based on user feedback and product insights.

DesignQuality and Standards

  • Establish high standards of design quality, usability, accessibility and inclusivity.
  • Contribute to design systems, reusable patterns and service standards that can scale across future products.
  • Champion consistency while allowing teams to innovate appropriately.
  • Promote alignment with Government Digital Service Standards and modern digital service design practices.
  • Ensure design quality is embedded throughout the product lifecycle rather than treated as a downstream activity.

Data-Informedand AI-Enabled Design

  • Use research insights, behavioural data, analytics and experimentation to inform design decisions.
  • Apply evidence-based design methodsto evaluate outcomes and prioritise improvements.
  • Explore how AI can enhance bothuser experiences and the design process itself.
  • Partner with Product and Engineering teams to design responsible, transparent and trustworthy AI-enabled experiences.
  • Make informed trade-offs between user needs, technical feasibility and organisational priorities.

Stakeholder Management and Organisational Influence

  • Facilitate workshops and alignment sessions with business owners, operational teams and senior leaders.
  • Help stakeholders move from solution-based discussions towards problem-focused product thinking.
  • Advocate for users while balancingoperational, regulatory and organisational realities.
  • Build trusted relationships across diverse stakeholder groups.
  • Influence decisions through evidence, research and compelling storytelling rather than authority.
  • A key part of this role is helping the organisation’s business owners experience and adopt product-led ways of working.

Design Capability Building

  • Help build and grow the organisation’s ' design discipline as part of its product transformation journey.
  • Coach and mentor future designers, apprentices and multidisciplinary team members.
  • Contribute to organisation' design community of practice through learning, knowledge sharing and capability development.
  • Promote a culture of curiosity, experimentation and continuous improvement.
  • Help define what good productdesign looks like within organisation.

JOB REQUIREMENTS

  • Degree in Design, Human-ComputerInteraction, Design Research, Service Design, Interaction Design, Graphic Design or a related discipline,
  • Experience - 8+ years, leading end-to-end design across digital products and services.
  • Proven track record of establishing, growing or maturing design practices within a product-ledorganisation, multidisciplinary product team, or digital transformation environment.
  • Strong experience in servicedesign, UX design, workflow design and design systems.
  • Excellent facilitation, storytelling and workshop leadership skills.
  • Experience building digitalproducts in government, regulated or mission-driven environments.
  • Experience designing citizen-facing, business-facing or operational platforms at scale.
  • Experience coaching designers anddeveloping design maturity across organisations.
  • Active participation in design communities, mentoring programmes or capability-building initiatives.
  • Experience working with Product Leads and Engineering Leads to establish new product teams would be highly advantageous.
  • Proven experience building,transforming or maturing design practices within organisations.
  • Deep expertise in user research,service design, interaction design and information architecture with a strong ability to personally lead discovery work, conduct research and synthesise insights.
  • Ability to connect user needs, operational realities, organisational outcomes and technical constraints into coherent product experiences.
  • Experience partnering closely with Product Managers and Engineers throughout the full product lifecycle.
  • Experience using research, analytics and experimentation to inform design decisions.
  • Strong understanding of modern digital product development practices.
  • Familiarity with AI-assisted design, AI-enabled products or emerging digital technologies.
