Job Description - Executive Director

Role: Executive Director

Reporting To: Board of Directors

Appointment Context:

This appointment forms part of a Board‑led leadership succession following the long‑serving tenure of the current Executive Director. The incoming Executive Director will be entrusted with stewarding CARE Singapore into its next phase of organisational maturity, sustainability, and impact—building on a strong mission, established programmes, and a credible reputation within the social service sector.

Role Purpose

The Executive Director (ED) is the chief executive of CARE Singapore, accountable to the Board for the organisation’s strategic direction, operational effectiveness, financial sustainability, and mission integrity. The ED will provide stable, values‑driven leadership during a period of transition while strengthening systems, leadership capacity, and stakeholder confidence for long‑term continuity.

Key Responsibilities

1. Strategic Leadership & Board Partnership

  • Lead the organisation in alignment with CARE Singapore’s mission, values, and Board‑approved strategic priorities.
  • Work in close partnership with the Board to support good governance, informed decision‑making, and transparent accountability.
  • Provide regular, high‑quality reporting on organisational performance, risks, and opportunities.

2. Organisational Stewardship & Leadership Transition

  • Lead the organisation through founder/long‑tenure transition with sensitivity, clarity, and stability.
  • Strengthen internal leadership capacity and succession below the Executive Director role.
  • Embed systems, policies, and structures that reduce dependency on any single individual.

3. Programme & Service Excellence

  • Ensure all programmes serving children‑at‑risk and families are well‑managed, evidence‑informed, and outcomes‑driven.
  • Safeguard service quality, ethical practice, and child protection standards.
  • Guide programme development in response to emerging needs and sector trends, within strategic and funding priorities.

4. Financial Sustainability &Organisational Management

  • Provide overall leadership for financial planning, budgeting, and fiscal discipline.
  • Ensure strong internal controls, compliance with regulatory and charity governance requirements, and prudent risk management.
  • Lead, support, and develop staff, fostering a healthy, mission‑aligned organisational culture.

5. Resource Development & External Relations

  • Provide leadership in fundraising, including grants, donors, and strategic partnerships.
  • Represent CARE Singapore with credibility to funders, partners, government agencies, and the wider community.
  • Maintain and strengthen stakeholder confidence during and after leadership transition.

Qualifications & Experience

Senior leadership experience in social services, nonprofit/charity, healthcare, or related human‑centred sectors.

Demonstrated experience working effectively with Boards and complex stakeholder environments.

Strong financial literacy and understanding of charity governance and regulatory requirements (Singapore context preferred).

Proven capability in organisational leadership during periods of change or transition.
