Job Description - Snr Manager/ Asst Director, Early Intervention Centre

Summary:

The Snr Manager/ Asst Director, EIPIC will work closely with the Head of Division to drive service development and oversee the implementation of the divisional operations

JOB SCOPE/KEY RESPONSIBILITIES

Management, Planning and Service Implementation

  • Assist the Division Head in developing and implementing short- and long-term plans, initiatives, and practices for quality Early Intervention services at SPD. Stay updated on sector trends, addressing service gaps, and building professional capability within the division.
  • Support the Division Head in aligning division goals and service delivery with organisational strategy, ensuring achievement of agreed outputs and outcomes. Responsibilities include manpower planning, budgeting, and monitoring performance and risk.
  • Drive professional development and career progression for staff and the trans-disciplinary team.
  • Develop, implement, and review operational policies and procedures for programmes.
  • Serve as the primary administrative contact and liaison with stakeholders and external organisations. Coordinate timely submission of relevant statistics to funding bodies and partners.
  • Guide and support managers in effectively managing feedback and queries from clients,
  • caregivers, the public, and authorities.

Service Development

  • Ensure consistent service standards across centres and enhance quality through innovation, technology, data, and engagement with the community and caregivers.
  • Maintain compliance with regulations, service standards, and funding agreements, ensuring audit readiness in corporate governance and clinical practice.

Network and Outreach

  • Build and maintain strong networks with hospitals, government agencies, educational institutions, community partners, preschools, and funding bodies.
  • Raise awareness of CH services for children with developmental needs and support programme sustainability.

Other Duties

  • Participate in inter-divisional projects and national workgroups to raise awareness, shape sector strategies, and advocate for people with disabilities and their caregivers.
  • Undertake other duties as assigned by the Head of Division, ACEOs, CEO, or the Board.

KEY REQUIREMENTS

  • Minimum Bachelor's degree in any discipline related to health and social sciences, allied health or early childhood intervention.
  • At least 7 to 10 years of relevant work experience in a management position.
  • Self-motivated, independent, and with the energy, passion and persistence to serve the disadvantaged of the society.
  • Possess the ability to think strategically and motivate others.
  • Ability to connect within and beyond organisational boundaries to mobilise community resources to advance the organisation’s mission further.
  • Excellent management and leadership skills with demonstrated ability to lead a multi-disciplinary team.
  • Strong interpersonal and people skills, as well as good communication and writing skills.
  • Prior experience in the public sector or social service sector, and good understanding of the sector and its dynamics would be an advantage.
