Job Description - Commissioning Manager / Engineer

This role reports to Keppel Seghers (KS) project management and Senior management.

Coordinates the safe, structured commissioning of the Waste to Energy (WTE)-plant from electro-mechanical completion through precommissioning, hot commissioning, start-up, performance testing and hand-over to operation.

Collaborates with all stakeholders involved with testing & commissioning

Job Description:

Leadership and governance

  • In charge for the testing and commissioning activities of the Waste to Energy plant
  • Ensures strict adherence to KS engineering standards, specifications and commissioning methodologies
  • Drives the commissioning planning, makes changes in view of unexpected circumstances, defines solutions with minimum impact on the schedule Represents KS in discussions related to commissioning with client, authorities and partners
  • Manages commissioning engineers, suppliers, OEMs, operators, subcontractors

Erection completion

  • Takes part (or delegates) of multi-disciplinary erection completion walkdowns: Define, prioritize punch items
  • Ensures that the required documentation/certification is handed-over from construction to release the systems (turn-over groups) for commissioning
  • Coordinates the pre-commissioning checks and readiness of the plant systems

Pre-commissioning

  • Leads the commissioning teams: defines the priorities in view of the commissioning time schedule
  • Sets daily / weekly priorities for the commissioning teams, ensuring efficient resource allocation and progress
  • Leads the plant to first waste fire: Start-up, boiler ramp-up, flue gas cleaning operation, turbine / steam cycle interface tests, operational stabilization

Plant Testing

  • Coordinates the plant testing, plant performance guarantees, reliability runs in preparation of plant hand-over
  • Ensures the test reports are timely prepared and reviewed
  • Assists with the preparation of the hand-over protocols

Safety

  • Ensures commissioning activities are executed in a safe way, i.e. under approved RAMS, PTW, LOTO Assesses the risks of the test and commissioning tasks and takes appropriate measures in view of EHS

Project management

  • Escalates delays, critical issues, resource gaps to project manager/director
  • Assists with the assessment of time and cost impact related to claims, changes and technical deviations
  • Contributes to lessons learned and continuous improvement of KS commissioning procedures

Stakeholder management and communication

  • Being the first point of contact for T&C activities towards the client, partners and internal team
  • Reports the progress of the works to management
  • Prepares / approves commissioning procedures, check sheets, reports, commissioning schedule

Job Requirements:

  • Engineer in electro - mechanical engineering or equivalent by experience
  • To be in possession (or to be of any necessary certification for this work: e.g. safety certificates, confined space, working @ height, etc (or to be obtained at start of work)
  • Minimum 10 years of experience (of which at least 7 years in a commissioning lead or manager role) in the testing & commissioning of

- Waste to Energy (WTE) plants
- Biomass plants
- Power plants

  • Strong practical site experience related to testing and commissioning
  • Proven experience in leading commissioning teams and managing complex commissioning scopes
  • Experience with WTE-performance testing
  • Strong familiarity with Keppel Seghers engineering standards, documentation and commissioning workflows
  • Strong practical understanding of Keppel Seghers combustion system, boiler, flue gas cleaning, utlities, E&I, DCS systems
  • Strong diagnostic and trouble-solving skills
  • Proficient in Microsoft office
  • Able to coordinate multidisciplinary teams, troubleshoot plant behaviour and drive decisions under time pressure
  • Able to work in a dynamic environment, anticipating issues, communicating clear instructions to the teams, set priorities and taking decisions to progress the works in a swift and safe manner.
  • Fluent in English, other languages are an asset
