Contract & Claims Manager (PSSCOC & SOPA)

Location: Singapore

About the Role

Our client is seeking an experienced Contract & Claims Manager to support the successful delivery of major infrastructure and utilities projects in Singapore. This role will be responsible for contract administration, commercial management, claims preparation and dispute resolution under the Public Sector Standard Conditions of Contract (PSSCOC).

The successful candidate will play a key role in protecting the company's contractual and commercial interests while ensuring compliance with contractual obligations throughout the project lifecycle.

Key Responsibilities

  • Administer contracts under the Public Sector Standard Conditions of Contract (PSSCOC) and ensure compliance with contractual obligations.
  • Manage all aspects of contract administration from project award through final account settlement.
  • Prepare, assess and negotiate variation orders, extension of time (EOT) claims, loss and expense claims and contractual notices.
  • Lead the preparation and submission of contractual claims supported by detailed records, contractual entitlement and project documentation.
  • Review tender documents, contract conditions, technical specifications and commercial risks before project commencement.
  • Provide commercial and contractual advice to Project Managers, Site Teams and Senior Management throughout project execution.
  • Manage contractual correspondence with clients, consultants, subcontractors and suppliers.
  • Lead negotiations relating to variations, claims and commercial settlements.
  • Support adjudication proceedings under the Building and Construction Industry Security of Payment Act (SOPA), including preparation of adjudication responses and supporting documentation where required.
  • Coordinate with legal counsel, external consultants and management on contractual disputes, mediation and dispute resolution processes.
  • Monitor project commercial performance, identify contractual risks and recommend mitigation strategies.
  • Prepare monthly commercial reports, contract status updates and management presentations.
  • Maintain accurate contractual records, claims registers and commercial documentation.

Requirements

  • Bachelor's Degree in Quantity Surveying, Construction Management, Engineering, Law or a related discipline.
  • Minimum 5 years' experience in contract administration, commercial management or claims management within construction, infrastructure, utilities or engineering projects.
  • Strong working knowledge of PSSCOC contracts is essential.
  • Experience handling variation claims, Extension of Time (EOT), prolongation costs, loss and expense claims and final accounts.
  • Practical experience supporting or managing SOPA adjudication, dispute resolution, mediation or arbitration processes.
  • Excellent understanding of Singapore construction contract practices and contract law.
  • Strong negotiation, analytical and problem-solving skills.
  • Excellent written communication skills with experience preparing contractual correspondence and claims documentation.
  • Ability to manage multiple stakeholders across project, engineering and commercial teams.
