Construction Cost Controller is responsible for cost and budget planning, monitoring, controlling, and forecasting construction project costs to ensure the project is delivered within the approved budget. Cost control and cost planning includes (but not limited to) cost validation and verification, contracts administration, change order and variation order management, tracking project S-curve and progress claim and quantity surveying. The role ensures cost visibility, early identification of variances, robust change and variation control, and compliance with company standards, contractual requirements, and audit expectations throughout the project lifecycle.
Responsibilities and Tasks
Cost Control & Management
Establish and maintain the Project Cost Control system in line with approved budgets and contracts.
Develop and maintain the Cost Breakdown Structure (CBS) aligned with project scope and contract structure.
Track and monitor original budget, approved changes, committed costs, actual costs, and forecasts.
Ensure actual claims are as per cashflow forecast
Maintain accurate cost records to ensure full traceability and audit readiness.
Budget, Forecasting & Variance Control
Prepare and update Estimate at Completion (EAC) and Estimate to Complete (ETC) on a regular basis.
Identify cost variances, trends, and risks, and highlight potential budget exposure early.
Analyze cost deviations and recommend mitigation actions to the project team.
Progress Claims & Payment Verification
Review contractor progress claims for completeness, accuracy, and contractual compliance.
Validate claimed costs against physical progress, quantities, and approved scope.
Support the Project / Construction Manager in payment certification and recommendations.
Change & Variation Management
Support cost evaluation of Potential Change Orders (PCOs) and Variation / Change Orders (VOs/COs).
Verify cost proposals, supporting build‑ups, and entitlement against contract provisions.
Maintain an up‑to‑date Change Log capturing cost impact and approval status.
Ensure no costs are recognized without proper approval.
Cashflow & Financial Reporting
Develop and maintain project cashflow forecasts.
Track actual cashflow against planned expenditure.
Prepare periodic cost reports and dashboards for project stakeholders.
Close‑out & Final Account
Support preparation and reconciliation of the final account, including variations and claims.
Assist in retention release tracking and cost close‑out summaries.
Ensure all cost records are finalized, approved, and archived appropriately.
Compliance & Audits
Ensure cost control activities comply with company standards, internal controls, and contractual obligations.
Support internal, external, financial, and customer audits by providing accurate, complete, and retrievable cost records.
Required Qualifications
Degree in Engineering, Quantity Surveying, Construction Management, or related discipline.
Minimum 2–5 years of cost control or commercial experience on construction projects.
Experience in budget control, forecasting, progress payments, and variation management.
Familiarity with construction contracts and commercial principles.
