Job Summary

Prepare and manage cost estimates, contracts, and procurement for mechanical and piping projects, ensuring compliance with industry standards and regulatory requirements while collaborating with stakeholders to optimize project costs and outcomes.

Responsibilities

• Prepare detailed cost estimates, Bills of Quantities (BOQs), and tender documents for mechanical and piping projects to support accurate budgeting and bidding
• Analyze project specifications, drawings, and contracts to determine cost requirements and inform decision-making
• Conduct feasibility studies and risk assessments to evaluate cost implications and project viability
• Administer contracts including subcontractor agreements, variations, and claims to ensure contractual compliance and effective project delivery
• Evaluate and negotiate contract terms with suppliers, vendors, and subcontractors to secure favorable conditions and cost savings
• Ensure compliance with contractual obligations and local regulations such as Singapore Standards, BCA, and SIA requirements
• Assist procurement processes by performing material take-offs, evaluating suppliers, and conducting cost comparisons to optimize purchasing decisions
• Prepare and assess subcontractor quotations for mechanical and piping works to support procurement accuracy
• Liaise with suppliers and subcontractors to facilitate cost-effective procurement and timely delivery
• Monitor project expenditures, track variations, and generate cost reports for management review and control
• Identify and recommend cost-saving opportunities without compromising quality or safety standards
• Review and certify progress claims, invoices, and final accounts to ensure accurate financial documentation
• Collaborate with project managers, engineers, and clients to align on cost and contractual matters for project success
• Attend site meetings to provide cost-related advice for mechanical and piping installations, supporting on-site decision-making
• Maintain accurate records of all cost-related documents, contracts, and change orders to ensure traceability and audit readiness
• Ensure adherence to company policies, industry standards, and Singapore regulatory requirements throughout project execution

Required competencies and certifications

• Diploma or Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or related field
• Minimum 1 year of Quantity Surveying experience in mechanical, piping, or oil & gas projects (Singapore experience preferred)
• Proficiency in AutoCAD, CostX, Bluebeam, or similar Quantity Surveying software
• Strong knowledge of mechanical and piping materials, construction methods, and industry standards
• Proficiency in Cost Control, Cost Management, and Cost Planning
• Experience preparing and managing Bills of Quantities (BOQ)
• Ability to generate detailed and accurate cost reports

Preferred competencies and qualifications

• Familiarity with FIDIC, NEC, or PSSCOC contract frameworks
• Excellent negotiation, analytical, and problem-solving skills applied in project and contract contexts
• Strong communication and teamwork skills to collaborate effectively with multidisciplinary teams
• Ability to work under tight deadlines in fast-paced environments
• Relevant qualifications in Quantity Surveying, Construction Management, or related fields
• Knowledge of industry practices, regulations, and standards in construction and engineering
