$5,000 - 7,000 monthly

Job Description - Facilities Manager

We are seeking an experienced and proactive Facilities Manager to oversee the delivery of integrated facilities management (IFM) services across our client sites at Pulau Bukom and Jurong Island. The successful candidate will lead both Hard Services and Soft Services operations, ensuring safe, efficient and high-quality service delivery while meeting contractual obligations, KPIs and client expectations.

Key Responsibilities

Facilities Operations

  • Manage the day-to-day operations of integrated facilities management services across multiple sites.
  • Oversee both Hard Services (building maintenance, M&E systems, HVAC, electrical, plumbing and civil works) and Soft Services (cleaning, waste management, landscaping, pest control, pantry, laundry and workplace services).
  • Ensure facilities are maintained in a safe, compliant and operationally ready condition.
  • Plan and coordinate preventive, corrective and emergency maintenance activities.

Client & Contract Management

  • Act as the primary point of contact for the client on facilities management matters.
  • Ensure all services are delivered in accordance with contractual requirements, KPIs and Service Level Agreements (SLAs).
  • Attend client meetings, site coordination meetings and operational reviews.
  • Prepare monthly operational reports and performance dashboards.

Team Leadership

  • Lead and supervise Site Managers, Supervisors, Engineers, Executives and service partners.
  • Allocate manpower and resources to support daily operations.
  • Coach and develop team members while fostering a culture of safety, accountability and continuous improvement.

Safety, Health & Compliance

  • Ensure compliance with Workplace Safety & Health (WSH) regulations, client requirements and company policies.
  • Conduct regular site inspections, risk assessments and safety reviews.
  • Support incident investigations and implement corrective and preventive actions.
  • Promote a strong safety culture across all facilities operations.

Vendor & Contractor Management

  • Manage subcontractors and service providers to ensure quality, safety and contractual compliance.
  • Monitor contractor performance and recommend improvements where necessary.
  • Review quotations, service reports and work completion records.

Financial & Operational Management

  • Manage operational budgets and monitor expenditure.
  • Review quotations, purchase requisitions and purchase orders.
  • Monitor asset utilisation and maintenance costs.
  • Identify opportunities for cost optimisation and operational efficiency.

Continuous Improvement

  • Drive initiatives to improve service quality, customer satisfaction and operational performance.
  • Implement best practices, digital solutions and process improvements.
  • Support mobilisation of new projects and service transitions.

Requirements

  • Diploma or Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Building Services, Civil Engineering or a related discipline.
  • Minimum 5 years of relevant facilities management experience, including at least 2 years in a supervisory or managerial role.
  • Experience managing both Hard and Soft Services in an industrial, petrochemical or oil & gas environment is highly preferred.
  • Strong knowledge of preventive maintenance, contract management and integrated facilities management.
  • Familiar with Workplace Safety & Health regulations and facilities management best practices.
  • Excellent leadership, communication and stakeholder management skills.
  • Proficient in Microsoft Office applications.
  • Able to work independently and manage multiple priorities.
  • Experience managing facilities at Pulau Bukom, Jurong Island or similar industrial sites.

Working Hours

  • Monday to Friday
  • 8:00 AM – 5:00 PM
  • May be required to respond to operational emergencies outside normal working hours.
