Job Description - Health, Safety and Environment (HSE) Engineer

Job Overview

We are seeking a proactive and detail-oriented Health, Safety and Environment (HSE) Engineer to support the development, implementation, and monitoring of workplace safety, health, and environmental management systems. The successful candidate will ensure compliance with Singapore workplace safety regulations and company policies while promoting a strong safety culture across operational activities.

Key Responsibilities

Workplace Safety and Health Management

• Develop, implement, and monitor Workplace Safety and Health (WSH) policies, procedures, and safe work practices in accordance with applicable regulations and company requirements.

• Ensure compliance with the Workplace Safety and Health Act, subsidiary legislations, Ministry of Manpower (MOM) requirements, and other relevant regulatory standards.

• Promote a positive safety culture through active engagement with employees, contractors, and management.

Risk Assessment and Compliance

• Conduct Risk Assessments (RA), Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and other risk management activities for operational and office environments.

• Perform regular workplace inspections, audits, and safety observations to identify hazards and recommend corrective and preventive actions.

• Monitor compliance with Permit-to-Work systems, Method Statements, and safe work procedures.

Incident Investigation and Reporting

• Investigate accidents, incidents, near-misses, and dangerous occurrences.

• Conduct root cause analysis and prepare detailed investigation reports with recommendations for corrective actions.

• Assist in the preparation and submission of statutory reports where required.

• Maintain accurate records of incidents, corrective actions, and follow-up activities.

Training and Safety Awareness

• Organize and conduct safety induction programmes, toolbox meetings, safety briefings, and emergency response drills.

• Provide guidance and support to employees on workplace safety and health matters.

• Promote awareness of safe work practices and environmental responsibilities.

Contractor and Operational Safety Management

• Review and monitor contractor safety performance and compliance with company safety requirements.

• Ensure proper selection, use, and maintenance of Personal Protective Equipment (PPE).

• Monitor high-risk activities such as confined space work, hot work, lifting operations, and work-at-height activities.

• Support operational teams in implementing effective risk control measures.

Documentation and Continuous Improvement

• Maintain safety records, training documentation, risk assessments, audit reports, and compliance records.

• Prepare monthly HSE performance reports and management updates.

• Recommend and implement initiatives to improve workplace safety performance and environmental sustainability.

• Perform other duties as assigned to support business and operational requirements.

Requirements

Qualifications

• Diploma or Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline.

Experience

• At least 2 years of relevant experience in a Health, Safety and Environment (HSE), Workplace Safety and Health (WSH), or Safety Officer role.

• Experience in marine, offshore, shipyard, manufacturing, engineering, construction, or industrial environments will be an advantage.

Knowledge and Skills

• Good knowledge of Singapore Workplace Safety and Health regulations and industry best practices.

• Experience conducting risk assessments, safety inspections, audits, and incident investigations.

• Familiarity with Permit-to-Work systems and safe work procedures.

• Strong communication and stakeholder management skills.

• Proficiency in Microsoft Office applications and safety management systems.

• Ability to work independently and manage multiple priorities effectively.

Preferred Certifications

• Registered Workplace Safety and Health Officer (WSHO) or Workplace Safety and Health Coordinator (WSHC).

• NEBOSH, ISO 45001, or other relevant HSE certifications.

Working Conditions (5.5 DAYS at TUAS)

• Required to travel between operational sites and office locations as necessary.

• May be required to support emergency response activities and safety-related operations outside regular working hours when required.
