Mechanical ( M & E)

Location: Jurong /Tuas

Position Summary:

The M&E Technician is responsible for executing and closing maintenance work orders on CMMS, performing mechanical and electrical troubleshooting, coordinating M&E works, managing soft and hard services vendors, and ensuring compliance with safety procedures and licensing requirements to maintain reliable mechanical, electrical, and facility systems operation in compliance with site procedures, cGMP, HSE, and local statutory guidelines.

Education & Qualifications :

·      Minimum Higher NITEC in Mechanical/Electrical Engineering with 3 years of hands-in experience in M&E systems and equipment maintenance.

·      OR Diploma in Mechanical/Electrical Engineering with at least 3 years of similar experience.

·      Certification in HSE procedures such as Work at Height, Confined Space (up to Supervisory level), and LOTO.

·      Experience in safe working practices, preferably from pharmaceutical, petroleum, or fine chemical industries.

·      Preferred: Class 2 Boiler Attendant Certificate

·      Experience in facility management and vendor coordination is an advantage.

Main Responsibilities:

1. Maintenance & Operations

• Execute and close preventive and corrective maintenance work orders on CMMS (SAP) system.
• Perform first-line troubleshooting for mechanical and electrical faults.
• Coordinate and perform scheduled maintenance of electrical infrastructure, mechanical systems (HVAC, chillers, compressors, pumps), and building utilities (compressed air, chilled water, steam).
• Perform electrical testing (insulation resistance, earth continuity) and mechanical testing
• Monitor system parameters and ensure optimal performance.
• Manage M&E spare parts inventory and coordinate procurement.

2. Vendor & Contractor Management

• Follow up with vendors for scheduled preventive maintenance services and ensure timely completion.
• Coordinate and manage hard services including toilet maintenance, kitchen equipment maintenance, and facility systems.
• Manage soft services vendors including cleaning, landscaping, pest control, and cafeteria operations.
• Monitor vendor performance against KPIs, SLAs, and quality standards.
• Ensure vendors comply with HSE requirements, licenses, insurance, and certifications.
• Maintain vendor service records, track PM compliance, and manage service contracts.
• Conduct vendor performance reviews and address service quality issues promptly.

3. Facility & Quality Assurance

• Serve as Host for all M&E and facility works managed by contractors.
• Conduct regular inspections and audits of all facility services (soft and hard services) to ensure compliance
• Maintain comprehensive facility documentation including drawings, equipment manuals, and service records.
• Conduct facility walkthroughs to identify maintenance needs and improvement opportunities.
• Prepare technical reports for incidents, anomalies, and facility issues.
• Close work orders in CMMS and retrieve data for regular analysis and reporting.
• Coordinate with cross-functional teams to ensure timely task completion.

4. Health, Safety & Environment (HSE)

• Ensure HSE standards ,adhered to by all internal staff and external vendors.
• Conduct pre-work safety assessments
• Participate audits
• HSE protection policies.

Technical Skills

• CMMS system proficiency for work order management and reporting.
• Vendor management and performance monitoring.
• Technical report writing and documentation.
• Reading technical drawings, P&IDs, and equipment manuals.
• Basic electrical and mechanical testing and troubleshooting.
• Understanding of facility management best practices, hygiene standards, and food safety requirements.
• Basic budgeting and cost control for facility services.
