Project Manager- (Client Solutions Delivery)

About the Role

We are seeking an accomplished Senior Project & Client Solutions Delivery Manager to lead the successful delivery of complex, multi-million-dollar telecommunications and digital infrastructure projects supporting the Oil & Gas, Energy, Maritime, Offshore, FPSO, FLNG, and Enterprise sectors across APAC and EMEA.

The successful candidate will provide strategic leadership throughout the entire project lifecycle, from engineering, design validation, procurement, construction, commissioning, operational readiness, and final client acceptance, while managing multinational stakeholders, multiple vendors, and geographically dispersed project teams.

This role requires extensive experience managing mission-critical communication systems, offshore and onshore infrastructure, shipyard newbuilding programs, cybersecurity compliance, and enterprise project governance.

Key Responsibilities

• Lead end-to-end delivery of complex telecommunications, ICT, and digital infrastructure projects valued in excess of SGD 5 million.

• Manage simultaneous multi-country projects across APAC and EMEA with full P&L accountability.

• Direct newbuilding vessel communication systems deployment for FPSO, FLNG, FSO, LNG Carrier, Offshore Support Vessel, Drillship, Jack-up Rig, and Floating Production assets.

• Oversee offshore and onshore telecommunications infrastructure including:

  • VSAT

  • Starlink Maritime

  • Microwave Networks

  • LTE Private Networks

  • Radio Systems

  • Fibre Optic Backbone

  • Structured Cabling

  • Satellite Communications

  • Network Security

• Develop and maintain comprehensive PMO governance frameworks aligned with PRINCE2, PMP methodologies, ITIL, and organizational standards.

• Lead multidisciplinary engineering teams comprising project managers, solution architects, network engineers, systems engineers, cybersecurity specialists, commissioning engineers, and subcontractors.

• Conduct project risk assessments, mitigation planning, change management, and executive reporting.

• Manage procurement strategy, vendor qualification, contract negotiations, commercial evaluations, and supplier performance.

• Ensure compliance with international maritime regulations, HSE requirements, client standards, classification societies, and project quality management systems.

• Coordinate FAT, SAT, commissioning, sea trials, integration testing, operational readiness, and project close-out.

• Drive continuous improvement initiatives resulting in measurable reductions in project cost, delivery timelines, and operational risks.

• Interface directly with executive management, shipyards, EPC contractors, classification authorities, telecom operators, and international clients.

• Prepare executive dashboards, steering committee presentations, financial forecasting, resource planning, and portfolio reporting.

Mandatory Requirements

Applicants must satisfy all of the following:

Education

• MBA or Master's Degree in Business Administration, Engineering, Information Technology, Telecommunications, or Project Management.

Experience

• Minimum 15 years of progressive project management experience.

• Minimum 10 years managing complex enterprise ICT and telecommunications projects.

• Minimum 8 years managing offshore Oil & Gas or Energy sector projects.

• Minimum 5 years delivering shipyard newbuilding communication system projects.

• Demonstrated experience delivering projects across both APAC and EMEA regions.

• Proven experience managing portfolios exceeding SGD 5 million.

• Experience managing multinational project teams exceeding 30 personnel.

• Proven record of achieving project SLA compliance above 95%.
