Quantity Surveyor (FPSO)

Job Overview

We are support and offshore construction project in Singapore.

The Quantity Surveyor will be based at local Shipyard and work closely with the construction, subcontract, commercial, cost control, planning and project teams.

The role will support the Subcontract Engineer in managing construction contract costs, quantities, progress measurements, subcontractor claims and variation orders. The successful candidate will also assist with estimating activities, tender documentation, commercial reporting and project close-out records.

This position is suitable for an experienced Quantity Surveyor with hands-on exposure to FPSO, offshore, marine, shipyard, EPC, construction or oil and gas projects.

Assignment Details

• Work Location: Tuas, Local Shipyard
• Work Arrangement: Yard-based
• Work Schedule: Six days per week
• Rate: USD 300–400 per day, fixed and non-negotiable
• Transport: Not provided; employees are responsible for arranging their own transport
• Project: Major FPSO and offshore construction project

Key Responsibilities

• Support the Subcontract Engineer in managing construction contract costs and quantity-related matters.
• Prepare measurement reports, quantity updates, remeasurement records and progress verification reports.
• Review subcontractor variation order requests, additional work claims and supporting documentation.
• Assist with estimating activities, variation order preparation and tender documentation.
• Ensure measurements comply with Approved for Construction drawings, procedures, specifications and project requirements.
• Maintain documentation and drawing registers relating to material take-offs, quantities and measurements.
• Attend site meetings and physically verify completed construction work.
• Prepare quantity take-offs and remeasurements across relevant construction disciplines.
• Evaluate quantities and associated costs using approved remeasurement rates.
• Prepare and maintain site instruction trackers and related commercial records.
• Track client approvals for yard timesheets, third-party commitments and supporting documentation.
• Monitor and report remeasured quantities, estimates, variations and construction progress.
• Track quantity changes and adjustments to support accurate cost forecasting.
• Ensure measurement reports accurately reflect engineering changes and construction progress.
• Coordinate with yard teams on measurement methods, data structures, discipline requirements, submission schedules and document registers.
• Liaise with cost control, weight management, procurement, change management, planning, construction, finance and subcontractor teams.
• Support project control reporting, budget updates, design change documentation and close-out activities.
• Develop and maintain effective professional relationships with internal and external stakeholders.
• Comply with all applicable health, safety, environmental, sustainability and site requirements.

Requirements

• Diploma or degree in Quantity Surveying, Engineering, Construction Management or a related technical discipline. Candidates with equivalent relevant professional experience may also be considered.
• At least five years of relevant experience in oil and gas, EPC, FPSO, offshore, marine or shipyard construction projects.
• Practical experience in construction estimating, measurement, remeasurement, quantity control, cost control, commercial administration or subcontract management.
• Experience reviewing subcontractor variation orders, additional work claims, site instructions and supporting commercial documentation.
• Understanding of offshore project management and project control activities.
• Familiarity with bottom-up estimating, measurement practices, multi-discipline construction activities and yard progress verification.
• Ability to interpret construction drawings, scopes of work, bills of quantities, site instructions and project specifications.
• Ability to organise, analyse and present detailed quantity and commercial data clearly.
• Strong written and spoken English communication skills for technical reporting and stakeholder coordination.
• Ability to collaborate effectively in a multi-disciplinary project environment.
• Ability to work in a fast-paced, yard-based construction environment.

Preferred Project Experience

Experience supporting multiple FPSO or offshore construction projects will be advantageous, particularly across construction, mechanical completion, handover or project close-out phases.
